(S+G) is pleased to present the semi-annual sampling report for the Surry County Closed Elkin Landfill facility, Solid Waste Permit #86-03 Located at Elkin Landfill Road in Elkin, North Carolina. The Surry County Closed Elkin Landfill is required to submit semi-annual groundwater monitoring reports in accordance with Solid Waste Section Rule 15A NCAC 13B .1632. This report presents the semi-annual groundwater monitoring results for the event conducted October 21, 2021 and includes a field procedure summary, laboratory analyses and groundwater characterization for the facility. 2.0 BACKGROUND As described in precious groundwater monitoring reports by MESCO, Inc., prior to closure the Surry County Closed Elkin Landfill Facility operated as a C&D landfill before transitioning to a two -unit unlined MSW landfill. The first unit was closed prior to October 1991 with a 24-inch soil cover. Prior to December 1998, the second unit was closed with a cohesive cap of 18 inches of soil and another 18 inches of erosive layer. C&D waste was placed on top of this cohesive cap unit until 2008. Groundwater quality has been monitored at this facility at least semi-annually since 1989 with historical data available since 1994. Due to the presence of Volatile Organic Compounds (VOCs) in historic groundwater monitoring results, the Elkin landfill has been in assessment monitoring since 1997. The SWS approved a modification to the assessment monitoring program in October 2014 (DIN: 219831 which requested for a subset of wells to be analyzed for Appendix II parameters triennially. The last Appendix II sampling event was performed December 2020 with the next event occurring fall of 2023. 3.0 SITE GEOLOGY The Surry County Closed Elkin Landfill, located in the Piedmont -Blue Ridge geologic province within the Inner Piedmont Belt, is underlain by the Banded Gneiss Formation. This formation as described in the Geologic Map of North Carolina (1985) is "Interlayered with calc-silicate rock, metaconglomerate, amphibolite, sillimanite-mica schist, ands granitic rock". Located in the western portion of the piedmont physiographic province, elevations range from 890 feet above mean sea level along the Snow Creek to 1060 ft amsl at the peak of the landfill. 4.0 MONITORING NETWORK The groundwater monitoring network comprises 10 well monitoring locations (MW-1, MW-2, MW- 3, MW-3A, MW-4, MW-5, MW-6, MW-7S, MW-7D, and MW-8) and two surface water locations (SW- 1 and SW-2 located both up and downstream from the landfill. Monitoring well MW-1 serves as the background well for the site. Table 1 presents the monitoring network details including well construction information and the primary monitoring focus. Sampling locations are shown on Figure 1. Available monitoring well construction information is presented in Appendix A. Surry County Closed CSD/MSW Landfill October 2021 Semi -Annual Groundwater Monitoring Report February 2022 DocuSign Envelope ID: 78BF2B76-4E5D-4D5B-8DFA-1029D5FC8547 5.0 SAMPLING PROCEDURES The sampling event, performed by Smith Gardner, Inc. personnel on October 21, 2021 was conducted in accordance with the approved site Water Quality Monitoring Plan'. Sampling methods followed the protocol outlined in the North Carolina Water Quality Monitoring Guidance Document2 for Solid Waste Facilities (NCDENR, DWM). The depth to water in each well was gauged prior to purging and sampling. Groundwater elevation data is presented in Table 1. Samples were collected in laboratory prepared containers forthe specified analytical procedures. Samples were collected via new factory sealed Hydrasleeve no -purge Speedbag sampling bags. Surface water samples were grabbed from previously determined monitoring locations. Groundwater samples were properly preserved (according to their specified method), placed on ice, and transported to a NC certified laboratory facility within the specified holding times for each analysis. 6.0 FIELD AND LABORATORY RESULTS 6.1 Field Results Temperature, pH, turbidity and specific conductance were measured in the field via direct read instruments. In general, field parameter results remained consistent with previously reported sampling events. Field parameter results are summarized in Table 2. 6.2 Laboratory Analysis Collected samples were transported to Waypoint Laboratories, Inc., a North Carolina certified laboratory (NC Certification #402) located in Charlotte, NC for analysis. All monitoring wells and surface water locations were analyzed for Appendix I metals, VOCs, and 1,4 dioxane. Laboratory analysis was conducted via the SWS approved methods listed in the laboratory report. The laboratory analytical report is included as Appendix B. 6.3 Laboratory Results Laboratory analytical results were compared with the 15A NCAC 2L 0200 Groundwater Standard (2L Standard), Solid Waste Section Groundwater Protection (GWP) Standards, NC DWM Solid Waste Section Limits (SWSL)I and Federal Maximum Contaminant Limits (MCL). Surface water results were compared with the NCAC 213 Standard for Class C waters (213 Standard). Waypoint laboratory defines "J-values" as "detected but below the Reporting Limit; therefore, result is an estimated concentration." Reporting Limits are defined in the laboratory analytical report, included as Appendix B. 6.3.1 Inorganic Constituents One inorganic constituent was detected in collected samples above its 2L Standard when analyzed for total metals this event: • Arsenic (MW-2). Three inorganic constituents were detected in collected samples above their GWP Standard when analyzed for total metals this event: • Cobalt (MW-2, MW-3, MW-3A, MW-6, MW-7S, and MW-81; and • Vanadium (MW-4). Detected inorganic constituents are presented in Table 3. 6.3.2 Organic Constituents Three volatile organic constituents were detected above their 2L Standards in samples collected this event: • 1,4-Dioxane (MW-2 and MW-3A); • Benzene (MW-2, MW-3, and MW-6); and • Vinyl chloride (MW-3, MW-3A, and MW-6). Organic constituent detections are summarized in Table 3. 6.3.3 Surface Water Results No inorganic or organic constituents were detected in surface water samples collected this event that exceeded NC2B standards. Available analytical results are summarized in Table 3. 7.0 GROUNDWATER CHARACTERIZATION A potentiometric surface map was prepared from groundwater data collected during this event. Data indicates groundwater is flowing generally to the south and southwest towards Snow Creek which is consistent with groundwater flow patterns previously detected for the site. The potentiometric surface map is included as Figure 1. Groundwater flow velocities are unable to be calculated due to the lack of hydrologic conductivity data for the wells onsite. We will continue to sample and evaluate water quality data in coming monitoring events. The next semi-annual sampling event is tentatively scheduled for Spring 2022. Results will be reported to NCDEQ following laboratory analytical data review.
