(also known as Active Energy Renewable Power, LLC). Based on information presented in the Annual Groundwater Report and Request to Increase Interval between Groundwater Sampling Events as conducted by Draper Aden Associates in January 2020, one aboveground storage tank (AST) containing tetrachloroethene (PCE), used formerly for a dry-cleaning machine onsite, was used between 1978 and 1997. The AST was associated with Alamac Knit Fabrics, Inc. Alamac Knit Fabrics, Inc. was a textile manufacturing facility that formerly operated at the site property. Structures on the property consist of one single -story manufacturing building, a wastewater treatment plant, and several small support buildings. Since 2006, the three recovery wells, along with one water supply well located on the private property, which the owner uses for irrigation, have been sampled annually. No constituents associated with the former Alamac groundwater contaminant plume have been detected in the private water supply well in the 14 years of sampling. Page 3 Based on the Brown Field Agreement, the assessment activities discussed herein were conducted to assess this release that originated from the former onsite AST. The assessment activities were conducted in accordance with the Shield Engineering, Inc. (Shield) Proposal for Annual Groundwater Sampling from November 24, 2020 and the requirements of the March 2006 Brownfields Agreement (BFA). 2.0 RECEPTOR SURVEY AND SITE DATA The area immediately surrounding the site primarily consists of residential and commercial properties. The adjoining properties to the north and east are undeveloped or vacant in use, the properties to the south are residential in use, and the property to the west is undeveloped or vacant. The closest receptor identified was a water supply well located south of the site. This water supply well is down -gradient from the source area. A topographic map of the site and surrounding area is included as Figure 1. 3.0 RECOVERY WELL INFORMATION Recovery Wells RW-1, RW-2 and RW-3 were installed to treat contaminated water at the facility. The recovered water from these three recovery wells is being pumped to a permitted on -site wastewater pretreatment system for treatment. Shield was able to purge these wells and sample from their respective sampling ports on the system effluent lines. 4.0 GROUNDWATER MONITORING 4.1 Sampling Methodology Groundwater samples were collected from Recovery wells RW-1, RW-2, and RW-3, and the water supply well located at 2237 Alamac Rd (WSW-1) for laboratory analysis of volatile organic compounds (VOCs) on December 21, 2020. Shield collected the samples from sampling ports located on the former treatment system pad for RW-1 and RW-2. During this sampling event, RW-3's electrical system was malfunctioning and under maintenance; therefore, Shield personnel collected the sample manually with bailers. WSW-1 Alamac Rd's sample was collected from a spigot adjacent to the well. Samples were gently transferred to the laboratory -provided, pre -preserved sample containers to minimize volatilization of the dissolved -phase contaminants. The samples were immediately placed into coolers (also supplied by the laboratory) and packed with ice. The site and sample identifications, date and time of collection, requested analyses, preservative, and initials of the sampling personnel were noted on each sample container and on the chain - of -custody. The sample coolers were hand -delivered to Shield's office in Charlotte, North Carolina and were then transported from Shield's office to Waypoint Analytical by the laboratory's in-house courier. The samples were handled using appropriate chain -of -custody protocol and analyzed for VOCs by EPA Method 8260B. The Waypoint Analytical Report of Laboratory Analysis and chain -of -custody are included in Appendix A. Groundwater Monitoring Report January 21, 2021 Lumberton Eneney Holdings LLC Page 4 4.2 PureingMethodology RW-1 and -2 were purged from the sampling ports using the former treatment system, which were purged for 15 minutes prior to sampling. RW-3's pump system was inoperable due to electrical maintenance. In order to determine that the wells were purged adequately to obtain a representative sample, pH, temperature, specific conductivity, DO, and turbidity were periodically monitored during the purging until the measurements appropriately stabilized or until the wells were purged dry (if applicable). Based upon historical disposal of purged groundwater from previous sampling events, RW-1 through RW-3 and WSW-1 groundwater purged from those wells was disposed of onsite. Purge water generated from RW-3 was purged with PVC bailers and temporarily containerized in several 5-gallon buckets and then disposed of onsite by pouring on a paved area. During future sampling events, Shield will endeavor to confirm that all three recovery wells are operational and appropriately connected to the former treatment system, to remain consistent with purging methodology. 4.3 Water Supply Well Sampling WSW-1 was sampled from a spigot adjacent to the well. Field parameters and purge methodology were taken from the well in the same method of RW-1 through RW-3. 4.4 Groundwater Results As shown in Table 1, field parameters recorded during the December 2020 sampling have remained generally consistent with the previous historical values of RW-1 through RW-3. Fluctuating VOC concentrations are indicated in the laboratory results of each well, particularly with the tetrachloroethylene (PCE), trichloroethene (TCE), cis-1, 2- dichloroethylene (cis-1, 2-DCE) and vinyl chloride (VC). Results are provided in Table 2 and Appendix A. In RW-1 the PCE, TCE and cis-1, 2-DCE concentrations have reduced considerably. However, VOC concentration results from RW-2 and RW-3 remain relatively unchanged, especially in RW-2 as concentrations of PCE and TCE have increased over the past period of sampling from 2019 to 2020. Water supply well WSW-1's results indicate no presence of VOCs from site sources. However, acetone was detected at 130 ug/1 versus the NC 2L Standard of 6000 ug/L, which has been detected previously during the 2019 and 2018 sampling events. The acetone detected in this well is likely a result of laboratory contamination rather than originating from the site. Groundwater Monitoring Report January 21, 2021 Lumberton FneUli Holdings LLC Pedge 3_ 5.0 CONCLUSIONS Total VOCs detected in the recovery well RW-1 have decreased by 94% since the previous sampling event, while RW-2 and RW-3's concentrations have increased by 41% and 341%, respectively. It is unclear if the concentration increase in RW-2 and RW-3 is due to the electrical malfunctions of the groundwater recovery system over the past year. 6.0 RECOMMENDATIONS Continued use of the remediation system is recommended, as hydraulic separation of contaminated groundwater appears to be the best solution of cleanup for this site. Shield recommends another annual sampling event, to determine any continued trends of VOCs in the RWs. Upon evaluation of the next sampling event's results, further modification of a sampling frequency for the RWs may be requested, such as from annual to biennial sampling. 7.0 LIMITATIONS Shield has performed this scope of work as an independent contractor/consultant using reasonable care and skill in accordance and consistent with customary industry standards of engineering, geology, and hydrogeology practices. This standard of care is the sole and exclusive standard of care that can be applied to measure Shield's performance of the work. No other warranty expressed or implied is made or intended by Shield. All recommendations, findings, and conclusions, made by Shield have been made to the best of Shield's knowledge, opinion and belief, based upon information obtained during this scope of work, and is limited by the scope nature and type of services as agreed upon between LUMBERTON ENERGY HOLDINGS LLC and Shield.
