Subject: Yancey County Transfer Station

Dear Ms. Aja:
Yancey County requested that Altamont Environmental, Inc. (Altamont) assist with the planning for
installation of a washwater tank to be installed at the referenced site. Altamont understands that you
discussed this matter with Ms. Michele Lawhern and Mr. Henry Miller during a meeting at the Transfer
Station in late July 2006.
Altamont met with Ms. Lawhern and Mr. Miller at the facility on July 31. Based on that meeting,
Altamont understands that the following statements represent conditions at the facility and the desired
changes. The attached figure shows a schematic of the facility, the locations of the two existing subgrade
tanks, and the location of the proposed tank.
1. Water developed during floor cleaning flows into a trench drain at the front of the tipping floor.
2. The original design routed that water through a pipe around the south and west sides of the
transfer station building to a series of subgrade concrete holding tanks located northwest of the
building.
3. Additionally, the original design routed washwater through a drop inlet in the lower floor of the
truck bay into piping on the west side of the building, and then into the series of subgrade
concrete tanks.
4. The conveyance piping on the south side of the building was damaged and the washwater flowed
overland for a period.
5. Based on the meeting in late July, the County and the North Carolina Department of Environment
and Natural Resources (DENR) agreed that washwater should be collected in a new 1,600 gallon
holding tank to be placed approximately 15 feet east-southeast of the southeast corner of the
building.
6. The damaged pipe will be capped.
7. Solids and water that accumulate in the tank will be pumped out by a properly licensed septic
waste hauler at a frequency that prevents overflow. The tank will be monitored daily by facility
staff members until a fill rate can be dependably calculated. Subsequent monitoring frequencies
will be determined based on the actual fill rate.
8. Washwater from the truck bay will continue flowing through the drop inlet into the tanks located
northwest of the building. These tanks will also be pumped out in the manner described above.

Additional details describing the proposed drainage modification are shown on the attached figure. The
new tank will have a capacity of approximately 1,600 gallons. The new tank will be connected to the
existing trench drain by a length of eight -inch diameter PVC pipe set at a grade of four percent. The
connections to the tank will be determined based on the confiizuration of the available tank.
Yancey County will contact Altamont if changes in the conceptual design are deemed necessary based on
field conditions. Altamont will communicate the need for these changes to DENR if the proposed
changes depart from the intent of the modification agreed to by the County and DENR.
On behalf of Yancey County, Altamont requests that DENR review this plan and respond with approval.
Based on your approval, Altamont will assist the County in modifying the facility operations plan
following completion of this change to the facility.

Yancey County Transfer Station
Dear Ms. Aja:
Yancey County requested that Altamont Environmental, Inc. (Altamont) assist with planning for
installation of a washwater tank to be installed at the referenced site. To that end. Altamont submitted a
plan for installation of the tank to the North Carolina Department of Environment and Natural Resources
(DENR) on August 23.2006. This letter contains a figure showing the as -built location of the tank
relative to the transfer station building, as well as notes indicating additional observations by Altamont.
The new polyethylene tank has a capacity of approximately 1.500 gallons. It is connected to the existing
trench drain by a length of four -inch diameter PVC pipe set at a grade of one percent. These connections
to the tank were dictated by the actual configuration of the available tank. Altamont does not expect that
the slight change in tank capacity and pipe slope will affect the desired performance of the system.
An Altamont licensed engineer inspected the construction on August 31, 2006. At that time, the tank had
been installed but was uncovered so that it could be observed by Altamont. According to a telephone
conversation with Yancey County personnel on September 8, 2006, the County has completed the
connection, backfilled the excavation, installed four bollards around the tank area to prevent vehicular
traffic from driving over the tank, and blocked flow to the damaged conveyance piping on the south side
of the building by plugging the line with concrete. Flow from the transfer station now flows to the new
tank.
Solids and water that accumulate in the tank will be pumped out by a properly licensed septic waste
hauler at a frequency that prevents overflow. The tank will be monitored daily by facility staff members
until a fill rate can be dependably calculated. By copy of this letter, Altamont is transmitting a copy of a
daily inspection form that the County will use to record observations of water and solids in the tank.

Deb,
Yesterday Michele Lawhem gave me copies of the two audit reports dated Oct. 12. As you know, the
County has authorized Jim Hughes, RLS, a local surveyor to begin a topographic survey that will be used
by Altamont in computing the remaining volume in the C&D landfill. Two weeks ago Mr. Hughes said that
he would get started. I placed a call to him yesterday asking for a status report. Paul Dow or I will keep
you posted on that project.
On the Transfer Station: your report shows that an amendment to the permit was issued on January 11,
2006. At your convenience, could you email a copy of that amendment to me? The Oct. 12 report shows
that there are no violations. Thank you for your assistance in getting the new tank approved.
