COXEY, P.E. `� tl�RNly v MCGILL ASSOCIATES, P-A. zw CONSULTING ENGINEERS SE I $ ASHEVILLE, NORTH CAROLINA 94206.01 JULY, 1994 to WASTE ACCEPTANCE AND DISPOSAL This facility will receive solid waste as defined in 15A NCAC 13B.01 01 (36), except that hazardous and liquid wastes are prohibited from acceptance at this facility. Signs providing information on disposal procedures, hours of operation and the facility permit number will be posted at the site entrance. The signs will also state that no hazardous or liquid waste will be received at this facility. The Solid Waste Transfer Station will be located within the existing new landfill. Chains and/or gates will be used to secure the transfer station when it is closed for public use. Full time personnel will be on duty at all times while the transfer station is open to the public to ensure compliance with operational requirements. Page 1 Ila DISPOSAL OF WATER IN CONTACT WITH SOLID WASTE All water that comes in contact with solid waste at this facility will be contained and collected at the facility through the use of drainage structures and a wastewater holding tank. This facility has been issued a pump and haul permit by Division of Environmental Management for transporting wastewater from the holding tank to either the Town of Burnsville or Town of Spruce Pine wastewater treatment facilities. Page 2 Ill. FIRE CONTROL There will be a yard hydrant at the facility for control of minor fires. Any fire can be effectively extinguished by the numerous volunteer and municipal fire departments in both Yancey and Mitchell Counties. Page 3 IV. LITTER, ODORS, VECTORS, AND WATER The potential problem of blowing litter will be minimized by the fact that the solid waste will be collected and stored in a partially enclosed transfer station building and emptied on a daily basis. Any refuse which might be blown out of the station will be collected by transfer station personnel who will police the area as required on a daily basis. Odors should pose no problem due to the frequency which the solid waste will be removed and transferred to Palmetto Landfill. Vectors, such as rodents and flies, will be controlled by the frequent removal of solid waste from the station. Policing of the area for windblown refuse will be performed at the conclusion of each day of operation. Should a problem with rodents, flies or other insects become apparent, a professional exterminator will be contacted. Page 4
