ADDITIONAL COMMENTS
1. The facility consists of a MSWLF (only C&D waste received at this time), yard waste treatment and processing area, large Type 1 Compost area, a drop-off area for residential waste, a drop-off area for recyclables, household hazardous waste collection facility, tire collection area, white goods and scrap metal collection area, used oil
collection, used antifreeze collection, batteries collection, cooking grease collection and foam rubber collection. 2. The Permit to Operate approves the continued operations of Phase 1 and Phase 2, Cell 1 of the municipal solid waste landfill; as well as the onsite environmental management and protection facilities as described in the
approved plans. 3. The service area for the facility includes Mecklenburg County and Union County, North Carolina and Lancaster County, South Carolina. 4. Proper signage was observed at the entrance of the facility. 5. The facility is secured by a locked gate. 6. Access roads are well maintained. Operations Inspection of the Municipal Solid Waste Landfill: 7. The facility is currently working in Phase 2, Cell 1. 8. Construction of Phase 2, Cell 2 is nearing completion. 9. The facility currently receives approximately 400-450 tons of waste per operating day. 10. No unacceptable waste was observed. 11. The working face was well controlled. 12. Windblown waste was well controlled during the inspection.
13. The facility is approved to conduct a drywall recycling program. The facility currently accepts approximately 100 tons of drywall per week. 14. The facility is approved to grind and dispose of mattresses/box springs and tires in the landfill.
15. The facility is approved to use glass fines mixed with soil as an alternative cover material. 16. Edge of waste markers were visible and being maintained.
Operations Inspection of the Household Hazardous Waste Collection Facility: 17. To qualify as HHW the waste must be: (a) Generated by individuals on the premises of a residence for individuals (a household); and (b) Composed primarily of materials found in the waste generated by consumers in their homes. 18. The HHW storage building is separated into three compartments. The compartments have a containment area beneath the metal grate floor. The containment area is to be capped at all times. 19. The compartments are equipped with a dry chemical suppression system. A handheld fire extinguisher is located next to the storage building. 20. Several spill kits were located next to the storage building. 21. No unacceptable waste was observed. 22. All containers were marked with the start date of accumulation of waste as required by the approved Operations Plan.
23. The HHW Collection Facility received 7,962 pounds of material in December 2020. Operations Inspection of the Treatment and Processing (Wood Grinding) /Large Type 1 Compost Area:
24. The Compost Area may only receive yard waste, silvicultural waste and untreated and unpainted wood waste. 25. No unacceptable waste was observed. 26. The material that is processed and not composted is transported off site and used as boiler fuel.
27. 2,798.69 tons of material was received in January 2020.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

Operations Inspection of the White Goods and Scrap Tire Collection Area: 28. White goods containing chlorofluorocarbon refrigerants were being stored in an upright condition. The CFC’s are removed by a certified facility employee. 29. All tires were being collected in covered trailers and were being stored properly. Records Review: 30. Reviewed the Permit to Operate (FID 1386981), operations plan (FID 1357396), training records, soil cover log, random inspection records (conducted twice per day), rejected load records, daily, quarterly and monthly leachate
tank and lift station inspection records, quarterly methane monitoring, semi-annual groundwater, surface water monitoring reports and leachate sampling reports and compost temperatures. 31. Leachate lines were remote video camera inspected and jet cleaned in March 2021.
32. 1,757,800 gallons of leachate was discharged to the Charlotte-Mecklenburg sanitary sewer system in January 2022. 33. HHW Collection Facility waste manifests were reviewed. As required in the Use and Management of Containers Section in the approved operations plan for the HHW Collection Facility, all containers holding accumulated HHW
will be checked at least weekly to ensure that the containers have not been in storage for more than 180 days. The inspection will be used to detect any leaks or deterioration caused by corrosion or other factors. Results of these inspection will be recorded. 34.
