As in all State programs, in order to receive proper reimbursement, we must adhere to the guidelines set up by the State. Part of these guidelines stipulate that we can accept tires from dealers, free of charge, only under the following conditions: Tires removed from vehicles when replacement tires were sold in NC Tires removed from vehicles when vehicles were repaired or junked in NC Tires removed from fleet vehicles in NC. As part of this program, we are permitted by the State to verify tax reports or other documentation showing proof of eligibility for free disposal: New tire dealers: Provide documentation showing scrap tires for disposal are being generated in the normal course of business Used tire dealers: Provide copy of permit from the city, Merchants ID #, tax reports, or other documentation showing tires are being discarded in the normal course of your business Junk dealer: Provide vehicle salvage titles, crusher receipts, or other documentation showing tires are being discarded in the normal course of your business Fleet: If fleet is based in NC, tires can be discarded in the normal course of doing business, no matter where the tires were purchased. Page 2 — Tire haulers Effective July 1, 2006, we will require verification that the tires you dispose of fall under one of the categories listed above. The numbers of the tires you dispose of should very closely match up with the number of tires you have certification for. If you need to verify the number of tires that you have left with us for the tax quarter you present to us in July, please feel free to contact Glenda in my office and she will verify the quarterly total on our records. We are also required by the State to insure that we only accept tires with a properly completed "North Carolina Scrap Tire Certification" form. These forms will be more closely watched, and tires will not be accepted without the properly completed form. I am enclosing 2 copies of the most recent form. One form has been highlighted showing those sections, which must be completed in full, and the other form is a blank form for you to use to make copies for your use. On your first visit to us in July, please verify your Scrap tire hauler identification # and/or your Merchant's identification #. We are currently in our budget process, at this time, for the next rascal year, and my estimates are that this construction plan and some of the major repairs will likely be completed over the next 12 to 18 months, but will be completed as soon as possible. In fiscal year budget 06/07 funds have been recommended, to be approved by commissioners, for this project. I hope to complete the concrete work during warmer months due to freezing situations. As far as a revised construction plan, I have suggested to my county manager that we will likely need to construct a secondary loading pad. The pad will be adjacent to the existing covered floor, but can be operated entirely separate. This additional pad will be constructed so that current erosion problems will be solved and a wider access area will be available during normal operation. The secondary loading area will be top loading as is the primary floor. We will also try to surface the area immediate to the transfer station and second floor with concrete, in order to reduce wear of tipping floor and erosion/dust control. The additional floor will also be connected to the grey water holding tank, but when not in use, it shall have a disconnect valve, pending your approval. I will attempt to illustrate the plan in the drawing attached. (See attachment #1). The currently used tipping floor has surface cracks and some push wall wear. During the previous reconstruction of the facility, we built a double layer floor so that when we reached a wear point, we could rebuild without completely removing the entire floor. This should save time, and hopefully reduce the cost. Walk around area on both sides will be surfaced with concrete to insure safety and to prevent erosion, especially during wash down. Again, I will illustrate in a drawing attached. (See attachment #2). It is unknown at this time as to what source of water for wash down maintenance and fire protection will be available, but for the purpose of the plan, I will request a water line, of minimal size for routine maintenance, be installed from the city water system. This may not be possible due to budget restraints, availability, or other projects at this time. I would then request that large tanks be installed that will hold the necessary amount of water for routine maintenance, with an electric pump for on demand pressure, to clean the facility as required. The storage tanks would require freeze proof liners or be enclosed in an insulated building during the winter months. My third choice here will be that we purchase a water truck with a PTO pump system. This truck could be filled as needed and could also be used to wet the roadway for dust control. I would also request that a meter and valve be installed at the entrance of our facility near Hwy. 226S so that we would not have to leave the facility to fill the tank on this truck. Either system that we install should also be considered for fire protection as well. The local Marion Fire Department has a very good response time as planned, and with any water source that we use, we should be able to manage until they arrive. Waste water management will be conducted by collecting grey water in a 1500 gallon underground tank that was previously installed. When the tank reaches capacity, we will pump and haul the water to the City of Marion drop point. At this time, fees for this have been set at $15 per load plus $ .02 per gallon. A local licensed septic hauler will be contracted to pump and haul for this project. Eventually, we may begin hauling the water, but for now, we will contract. I have attached a copy of the City of Marion's acceptance letter for the waste water. (See attachment #3). The process for this project should begin in July with the 06/07 budget year beginning. Of course, we will construct the secondary loading area first. After a proper curing time for the concrete, we will begin using the new loading floor and begin working on the primary floor. There is a possibility that the primary floor would need to be delayed until the next summer due to budget restraints, scheduling contractors, etc., unless the condition of the primary floor deteriorates to the point that we have no choice. The concrete aprons that surround the floors should be completed with the secondary loading area. This should help when the old floor is repaired by reducing amount of mud, dirt and dust entering the facility. The Solid Waste Section (Section) can not review various proposed construction scenarios. Once the County decides how they want to proceed and submits an application, the Section will expeditiously review that specific information and give approval to construct. Upon completion of construction, "as -built" drawings will be required by the Section before approval to operate will be given. The engineering drawing(s) must be prepared by a registered professional engineer and include all changes to the previously approved engineering drawings prepared by Taylor & Viola Structural Engineers dated October 2000. This should include additional solid waste management activities conducted at the facility, such as the management of yard waste, white goods, etc. The currently expired permit can be renewed as a separate issue; however, you must submit an updated Operations Plan. The only plan we have in our files was prepared around 1995 and is outdated, i.e. Burke County Landfill is listed as the approved disposal site. The transfer facility currently operates with an expired permit #56- 02-T due to an out of date operational plan. Please find the specific items from the NOV (In italics) along with the response from the County below: 1) "The transfer facility floor was badly cracked. A portion of the floor was loosened so that it could move up and down under the weight of equipment. The loosened portion of the floor and cracks in the floor trapped leachate and debris, therefore the floor was not and cannot be maintained in a sanitary condition. " McDowell County agrees with the floor assessment and Leak & Associates of Monroe, NC was contracted to consult on floor repairs and provide repair pricing. Due to the cost of the repairs, this work will be competitively bid in the coming months. A plan is being developed that will address the operation of the facility during the floor repair process. 2) "North Carolina Administrative Code 13B Section .0402(6) requires that equipment shall be provided in the storage and charging areas and elsewhere as needed or as may be required in order to maintain the facility in a sanitary condition. McDowell County is in violation of 13B .0402(6) in that proper equipment is not available to clean the floor, walls, and areas inside the transfer facility building. " A 2,500 gallon tank has being purchased and will be installed at the facility to ensure that adequate wash water is available to maintain the facility in a sanitary condition. The tank will allow for routine cleaning of the facility. The leachate containment system that is already in place will be monitored to ensure that adequate containment capacity is maintained at all times while the facility is in operation. A revised operations manual has also been prepared to address operational procedures at the facility. McDowell County is committed to complying with all applicable rules and regulations that govern the operation of this facility. Leak Construction will be contracted to cut out the damaged section of the tipping floor and construct a concrete overlay back to the entrance. If, due to weather, or for some other unforeseen reason, we cannot make the repairs in January, we will reschedule for March or April, 2007. The complete repair will be made on this weekend, and the facility will be reopened for normal operations on the 16ffi of January, 2007. As part of our plan to make repairs, we plan to leave our convenience centers open for the general public. Waste from the convenience centers and any other waste normally picked up by County trucks will be hauled directly to Foothills Landfill. The City of Marion and the Town of Old Fort have the option of either waiting for the repairs to be completed, or taking their waste collections directly to Foothills Landfill. Also, GDS will take their waste collections directly to Foothills Landfill. To handle the routine wash down of the Transfer Station floor, we have purchased a 2500 gallon water tank, a high pressure pump and a fire hose reel. We have also poured a concrete pad to set the water tank on, and we will be catching rain water and will have water delivered to keep the tank full and ready for use. We will also be able to use this water system for immediate fire control. The Revised Operational Plan has been completed and will be available for your review very soon. We have received a letter of acceptance from the City of Marion stating they will pump and haul our grey water. You should already have a copy of this acceptance letter. If not, a copy is available.
