Dear Mr. Gladden:
WILLIAM L. MEYER The Solid Waste Section (the Section) has received your request, dated 16 May 2000,
DIRECTOR to renew the above referenced facility permit. One of the reasons for the five year
review cycle is to update any permitted documents or information that may have
changed for the facility since the last permit was issued. In reviewing the central files
and from discussions with the Solid Wastes Specialist for your area, we have
determined that a revised Operations Plan for the facility is needed along with an
updated site plan and as -built drawings for the transfer facility enclosure. The as -built
drawings should include locations of area drains that direct wash -down water and
other liquids to the leachate holding tank.
Enclosed is a guidance document and a copy of the Solid Waste Management Rules
(Section .0400 - Transfer F4cilities) to help you in preparing a revised Operations
Plan. Please include pertinent contact information for the facility and contacts for
after hours and in cases of an emergency. Also, provide detail on handling of special
waste, waste screening, and destination of waste and leachate transferred from the
facility. Once the Section has received and approved these documents, we will issue a
renewal for the existing permit.

RE: Operational Permit Renewal Request
Dear Sir,
This letter is a request for the renewal of our counties operational permit for the transfer
station. ( permit # 56-02T )
Since the issuance of the original permit, several items have changed. I will list the basic
changes, and supply further information if needed.
(1) Operational hours are: M-F 7:00am-5:OOpm. Sat 7:00am-3:OOpm
(2) The county population has increased to approx 41,000.
(3) The average tonnage shipped out of the facility is approximately 120 tons per day.
(4) The construction and demolition landfill no longer accepts waste. The facility is closed
and C&D is separated on site, and shipped to the landfill with other waste.
(5) We have covered our facility with a metal building .
(6) We also now have an office unit adjacent to the metal building.
(7) We transport our waste to BFI, Charlotte Motor Speedway Landfill, with Hilco trucking
company.

RE: Approval of Temporary Management Area During Repair of the Transfer
Facility, Permit Number 56-02-T, McDowell County
Dear Mr. Gladden:
This letter is in response to your letter dated September 29, 2000, requesting
approval for temporary alternate handling of municipal solid waste during the repair
of the referenced facility. The Solid Waste Section hereby approves the use of an
temporary management area adjacent to the referenced transfer facility for the
temporary transfer of municipal solid waste.
This approval is for a 90-day period or until January 1, 2001. This
temporary management area shall be operated in accordance with the permit
conditions of the referenced permitted facility and the Rule .0402 regulations. In
particular, all solid waste shall be removed from the area at the end of each day.
Run-off water from the area shall be contained on -site and managed appropriately.
Solid waste shall be confined to the smallest management area possible and any
windblown material shall be collected and managed appropriately.
