PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: NA The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS 1. David Powell met with Bobby Knowles onsite to inspect LCID. Permit expires July, 17, 2023 and renewal application should be submitted at least 6 months before permit expiration. It can be submitted sooner and that is encouraged. 2. Site has a lockable gate and a sign with permit number, contact info etc. LCID is not open to the public but still is required to have signage stating, “…that no hazardous waste or liquid waste can be received at the facility.” Please add this to current signage. Permit, Attachment 3, Part 1, 9. Signs must be posted at the entrance to the facility that state that no hazardous waste or liquid waste can be received at the facility; and that provide information on dumping procedures, the hours of operation, the permit number, and other pertinent information. Traffic signs or markers must be provided as necessary to promote an orderly traffic pattern to and from the discharge area and to maintain efficient operating conditions. 3. The current working face is covered with soil, graded and sloped 3:1 correctly. Cover soil is staged as well. Good job. 4. Cell 2 is where current working face is located. Cell 1 has grass established, but be sure perennial grasses take root and hold soil for long term soil erosion reduction. Establish grass cover on older areas of the LCID which won’t receive waste for few months and also be sure they have appropriate intermediate cover. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 4 5. Almost all the waste was currently covered at time of inspection. Some dimensional lumber was uncovered and needed covering soon. These wastes are from making Trusses and are not treated wood, based on conversation with Mr. Knowles. Sourced from Contec (Tom Hollandshed). No unapproved wastes were visible. 6. Cell 1 still had a leachate seep at EOW marker near entrance road but was not leaving. Soil had been added to address the wet area. Please be sure leachate doesn’t run off and the seep is repaired appropriately. 7. Road was in good shape despite rain recently. Good job. Cell identification signs were visible around perimeter of cells and some traffic control markers, but additional EOW (edge of waste) markers are needed. The cells are considerably long from one end to the other and this will help identify each cells boundaries for Section staff and onsite operators. Mr. Knowles agreed and will install very soon additional markers along the boundaries down the side of each cells and on each corner of each cell. They should be visible one to the next. Suggest using tall white PVC pipe. These will be inspected next visit. EOW signage in view, working face in rear view.
