Dear Mr. Daher:
On September 3, 2021, the Solid Waste Section (Section) issued a Notice of Regulatory Requirement
(NORR) letter to Meridian Waste (Meridian) regarding Shotwell Landfill Inc., resulting from an
investigation into disposal tonnage at the Shotwell C&D Landfill, that outlined actions to be undertaken
to ensure compliance with NC Solid Waste Management Law and Administrative Code.
In that NORR, the Section required the facility to cease a portion of its wood waste recycling operations
and to submit of a plan of action detailing steps to be taken to ensure waste tonnage disposal at the
facility complies with the conditions of the permit. Upon receipt of the letter, Meridian requested a
meeting with the Section to discuss the requirements of the letter which occurred on September 21, 2021.
During that meeting, Meridian expressed its intent to fully comply with the NORR letter through changes
to landfill operations, and modification of the facility permit to address discrepancies observed in the
field.
Meridian ceased the separation and processing of mixed C&D wood waste at the landfill working face. A
request for minor modification of the permit was submitted on September 30, 2021. After additional
changes in landfill operations associated with the commencement of construction of Phase 6, the permit
modification was amended and approved on January 7, 2022. At the request of the Section, Meridian
also developed and submitted contingency plans to divert waste from Shotwell Landfill in order to meet
the requirements for the annual disposal tonnage limits in the permit. As of the week of January 10, 2022,
C&D waste collected at the Morrisville Transfer Station began diversion to other permitted landfills for
disposal, resulting in a total diversion of 1281.87 tons in January.

Meridian should continue to provide weekly waste diversion totals as well as monthly tonnage reports
to the Section, however at this time, all requirements set forth by the NORR have been met. The Section
will continue to conduct routine inspections of the landfill facility and monitor tonnage volumes to ensure
compliance. Should additional action be needed, it will communicate under separate correspondence.
