OBSERVED VIOLATIONS:

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS

1) Inspected four 1,000-gallon, five 1,200-gallon, and one 20,000-gallon concrete tanks. All tanks are
buried. No issues noticed with the tanks. The 20,000-gallon concrete tank has a wall in which there are
slots for several approximately 1 ft wide metal screens to filter out the water from the fats, oils, grease,
and solids from the grease septage. As grease septage is discharge into the 20,000-gallon tank, a
polymer is added to help separate the solids from the water. The water (effluent) drains through the
screens and is pumped into a tanker and then hauled to SDTF-41-04 which has a connection to the sewer
draining to the T Z Osborne WRF for disposal. The solids are periodically pumped out of the 20,000-
gallon tank and hauled to Carolina Compost for disposal.
2) The “No Trespassing” sign was present at the tanks.
3) Access road to the facility is in good shape.
4) Tanks are buried. The area above and around the tanks free of debris so that the tanks can be inspected.
5) It appears that the septage is transferred to and from the facility in such a manner to prevent spills of
septage from occurring. No spills noticed today.
6) No objectionable odors or vector problems noticed.
7) No setback problems noticed.
8) Records not checked.
