Dear Mr. Huff:
This letter constitutes a preliminary review of the information submitted by McGill & Associates
and C.T. Clayton Sr., P.E., Inc. on behalf of Madison County for closure documentation of the
referenced landfill.
On July 20, 2005, the Solid Waste Section approved the Closure Plan and Drawings prepared by
McGill Associates, Asheville, NC dated December 30, 2004, and revised April 27, 2005. This
review and the following comments are based on the closure requirements of that approved
Closure Plan:
The approved Closure Plan included the reconstruction of two ground -water monitoring
wells. There was no CQA documentation for the reconstruction of these wells.
Documentation is required for these wells to ensure that they were constructed in
accordance with the pertinent state well construction standards.
If these wells need to be relocated, a plan shall be submitted to the Section for approval.
Although the spot elevation points were provided in the CQA documentation, an
engineering drawing of the final contours based on these points is required.
