You are hereby advised that, pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $5,000 per day may be assessed for each
violation of the Solid Waste Statute or Regulations. If the violation(s) noted here continue, you may be subject to enforcement actions
including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such
further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

Here is the information you asked me to e-mail you.
AGFA/Dupomt Landfills
-Operated East and North Landfills, Order of Approval -July 25, 1972
The East landfill disposed of dry waste -trash, cardboard, wood, rubble, production
scrap(polyester film base). I found a letter in the file concerning disposal of polyethylene
terephthalate in the east landfill in a solidified form. A Closure Letter was issued for the East
landfill January 6, 1997.
The North Landfill received Cafeteria waste and industrial liquids(high BOD or toxic
Constituents) according to the permit and later on received Asbestos waste. I do not
remember the cafertia waste nor the Industrial liquids beig disposed of during the times I
inspected the landfill (beginning in May 1984). According to the files a closure inspection was
conducted Aug. 17, 1993 for this landfill area.
_Both the North and East Landfills were the same permit no. 88-06
The files also reference a West Landfill which received cafeteria waste. It appears from the
maps to be at or near the same location as the north landfill. They may be one in the same. I
am not sure.
After the landfills closed , an alternate fuels boiler was utilized to burn solid wastes generated
at the facility. This boiler was not permitted by the Solid waste Section since the primary fuel
for the boiler was natural gas and solid waste was only a supplemental fuel. The ash from this
operation was shipped offsite and I beleive was used to make cinder blocks.

ECUSTA IANDFILLS:
I did an inspection at the Ecusta ash and process waste landfills on Wed., January 22, 2003.
The ash landfill has not been used in recent months and the sLis stabilized with§rass. The
pump system to deal with groundwater contamination issues as well as drainag&lrom the site
remains operational. The process waste landfill is no longer receiving any process waste or
office trash.. The landfill is however receiving according to Mike Cody of RFS Ecusta About 3
truckl9oads of ash each week. He told me that he was using the ash for structual fill and that
this was the first phase of his closure process. I contacted Jim Coffey abou this mattetr and
he told me that using the ash for this purpose in the landfill was ok. ryixptkt,
