RE: Water Quality Monitoring At The Former DuPont
Brevard Plant East Sanitary Landfill

Dear Mr. Epps,
The Solid Waste Section has received several "Post -
Closure Sampling Reports" for the DuPont East Sanitary
Landfill over the past couple of years. As we discussed
in a telephone conversation some time ago, the Solid
Waste Section never approved the water quality monitoring
plan for the DuPont East Sanitary Landfill. Although the
monitoring wells are not located or designed exactly as
anticipated based on my site visit a couple of years ago,
the wells appear to be generally suitable for detection
monitoring.
However the sampling and analyses have not been done
consistent with the Solid Waste Section's rules and
policies. The Section requires a minimum of semi-annual
a
ground and surface water monitoring at landfill sites.
Statistical analyses are not routinely required for
industrial landfills. The results of the ground -water
sampling analyses are compared to the North Carolina
Groundwater Standards. At a minimum water quality
sampling and analyses should be done for pH, temperature,
specific conductivity, the eight RCRA metals and a
Volatile Organic Compound scan using EPA method 8260.
For some Industrial Landfills other parameters are also
required, based upon the site -specific waste stream.
In the future please sample for the parameter list
outlined above, and in the attached document: "Sampling
And Analysis Requirements for Construction And Demolition
Landfills". In addition to this standard parameter list,
for the next sampling event (only) , please also sample
and analyze for semi -volatile compounds using EPA method
8270.

: G.S. 130A-294 requires that an evaluation program be established for the
operation of solid waste management facilities on a statewide basis. The
Solid Waste Management Act and Solid Waste Management Rules codified at
15A NCAC 13B list requirements which must be followed by solid waste
facilities.
Instructions: Solid Waste Section personnel shall complete the evaluation form each
time they conduct official evaluations. The form shall be signed by
the person(s) receiving the report.
