SUBJECT: Closure Inspection
Dupont's Landfill (#88-06)
Transylvania County
On August 17, 1993, I conducted a closure inspection at the area designed Area A on
the attached map of the Dupont Landfill (Permit #88-06) located on State Road 1593 near
Cedar Mountain in Transylvania County. This area at one time received waste from a
Dupont cafeteria and has not been utilized since the mid-197a's. The inspection revealed that
Area A was covered with at least two feet of cover material (location of soil borings on
attached map), stabilized with grass, and properly drained.
My closure inspection is relevant only to Area A; the remaining landfill area will
continue to receive Dupont process waste.
Please advise if further information is needed.

NORTH LANDFILL CLOSURE (88-06)
We are closing out our North landfill (one of two permitted landfills on Permit No. 88-06).
This landfill received wastes from our Plant Cafeteria from 1973 to about 1986, and
asbestos wastes from plant maintenance activities from 1973 to 1993. No asbestos wastes
will be sent to this landfill after October 8th, unless EPA and North Carolina extend the
Subtitle D rules six months.
We now have a contract waste pick-up for all putrescible and garbage wastes from our
Plant Cafeteria, and any future asbestos removed will go to an approved off -site landfill.
The North landfill has a two -foot soil layer and a covering of grass. An inspection was
made by Jim Patterson on 8/17/93, where the soil cover thickness was checked, and a
report forwarded to your office by him.
A second, or East, landfill, also under Permit No. 88-06, is an industrial landfill only and
will continue to be used for its estimated life of 5-10 years. It is located over 500 yards
away from the North landfill on the other side of the plant (see attachment), and the
40 CFR 258 Subtitle D rules for municipal landfills do not apply.
We still are not certain our North landfill is regulated under the 40 CFR 258 Subtitle D
rules. Please inform me if these rules do not apply to our landfill.
If there are any questions, please call me at (704) 885-5671.
Sincerely,
EDWARD K. HALLOWELL
