HomeMy WebLinkAbout5704_ROSCANS_19999 McGill A S S O C I A T E S February 17, 1999 Mr. Tim Jewett Division of Solid Waste Management Department of Environment, Health and Natural Resources 585 Waughtown Street Winston-Salem, North Carolina 27107 RE: Macon County Construction and Demolition Landfill - Highlands Permit Modification Dear Tim: On behalf of Macon County, we are requesting a minor modification to the Permit to Operate for the Macon County Construction / Demolition Landfill - Highlands Site. We have attached three (3) copies of an interim operations site plan. As we discussed by telephone on Tuesday, Macon County currently has approximately one month of airspace remaining in theexisting waste trench. Due to equipment breakdown, Macon County is behind schedule on excavating the next trench. We estimate that the construction of the next trench will take approximately 2 months to complete. Therefore, Macon County needs an interim operation plan to continue to accept waste. We request the following minor modifications to the operating permit. 1. Construction of an interim fill area. The interim fill area is located at the upper end of the next waste trench within the permitted waste limits. Under normal operation, the trench would be completely excavated from end to end prior to waste disposal. We are requesting that the interim fill area be excavated first to allow waste disposal while the remainder of the trench is being excavated. 2. Construction of a new access road on top of previous fill area, as shown on the attached sheet 3A. In the past, access to the working face was through the active trench. This puts the public at a potential risk of accident with the landfill equipment operating on the working face. The new access road will allow the public to dispose of waste into the waste area and keep traffic away from the heavy equipment. The new gravel road will be constructed above the existing in - place cover and be 24 feet wide by 6-inches deep. Stockpiling of excavated soil from the new waste trench to a location on top of the previous fill area, as shown on the attached sheet 3A. Relocating the stockpile will allow easier access to the material for cover and reduce the time for excavting the material from the new waste trench by reducing the haul time. Macon County needs to begin on these modifications as soon as possible. Your quick attention to this request will be appreciated.
