This letter is submitted to your office as an update of the erosion control measures taken at the
Highlands C&D Landfill located off of Rich Gap Road, Highlands, North Carolina. The
proposed scope of work was sent to your office in December, 2004. These measures were
required due to heavy rains and cro ion at the landfill due to the remnants of Hurricanes Frances
and Ivan. The purpose of these measures was to come into compliance with our erosion control
plan, and to respond to deficiencies noted in your inspection on December 3, 2004. At this
time, all of the items listed on your inspection report, and itemized in our response, have been
addressed with the exception of Area 1: Access Road Between Yard Waste Treatment and
Processing Area and Landfill. Work in this area is ongoing, but this area was part of your
inspection report, and repairs of the area are not related to erosion control. Below, I am
presenting a narrative of work completed in each area as they correlate to the original response
letter that was sent to you on December 13, 2004.
Area 1: Access Road Between Yard Waste Treatment and Processing Area and
Landfill
Repair work is ongoing and not related to erosion control requirements. Therefore, this
area is not subject to compliance inspection report or other erosion control issues.
Area 2: Sediment Basin Below Borrow Area
1. Sediment has been removed from the basin, and the basin enlarged to meet the minimum
size requirement per the engineered plan.
2. Rip rap stone has been installed along the spillway of the basin to filter sediment. A
standpipe and culvert under the existing road were deemed unnecessary to prevent
sediment from exiting the area, and therefore have not been installed.
3. Rip rap stone was added to both entry points to the sediment basin.
4. Additional check dams and silt fencing have not been required to prevent sediment from
entering the sediment basin, and therefore have not been installed.
Area 3: Sediment Basin Along Branch Above and Below Landfill Access Road
Crossing
I . Berms were constructed along both sides of the branch in this area. The berms were lined
with rip rap stone to stabilize the slopes and to filter sediment.

2. Small areas were left on the backside of each berm to slow run-off into the area and
provide for additional settling of sediment in the run-off waters. Stone was used to
stabilize these areas.
3. Small basins as listed above were used and spillways were not installed.
4. The banks of the filter basin below the access road were smoothed and hydroseeded to
establish a vegetative groundcover. Additional rip rap stone was added to the exit point of
the basin for filtration at the spillway.
Area 4: Large Sediment Basin Below C&D Landfill
1. Sediment basin was cleaned and enlarged to meet the minimum engineered capacity
requirement.
2. The standpipe damaged in the storm was replaced and wrapped with washed stone.
3. The side slopes of the basin have been hydroseeded.
4. An improved access road to the basin has been installed to facilitate future maintenance of
the basin.
5. Six check dams have been reconstructed with rip rap stone in the ditch line leading to the
sediment basin.
6. No additional erosion incurred to the ditch above the access road. Will continue to
monitor and make repairs as necessary.
Area 5: Sediment Basin at North-West Corner of Landfill
1. Sediment basin was cleaned and enlarged to meet the minimum engineered capacity
requirement.
2. The portion of the basin damaged in the storm has been repaired.
3. The standpipe damaged in the storm was replaced and wrapped with washed stone.
4. The side slopes of the basin have been hydroseeded.
5. An improved access road to the basin has been installed to facilitate future maintenance of
the basin.
6. Six check dams have been reconstructed with rip rap stone in the ditch line leading to the
sediment basin.
Area 6: C&D Landfill Slopes Below Current Operating Area
1. The outer slope of the landfill has been smoothed and walked -in. The slope was
hydroseeded and covered with an erosion control matting from the toe -of -slope to a small
berm constructed along the top of the slope. Three spillways were installed in the been
with collection pipes surrounded by stone. The pipes were extended down the slope and
spill into the sediment basins.
2. The flat area between the access road and the outer slope has been hydroseeded. There
has been no additional erosion to this area.
3. A 4-6 inch layer of mulch was applied to the interior slope of the landfill located above the
access road. This area has experienced very little washing over the past four months. The
mulch has, in fact, performed better as an erosion control groundcover than vegetated area.
Therefore, we intend to leave the mulch in place until additional C&D waste is added to
the area.
4. A mix of rye and fescue were used in all of the hydroseeding.

5. Silt fencing installed between the landfill and Rich Gap Road will be removed once
adequate groundcover is established.
Area 7: C&D Landfill Area Above Current Operating Area
1. The entire area was top -dressed with additional seed and lime and fertilizer.
With the completion of the items above, we feel that we have taken the necessary steps to meet
compliance with our erosion control plan and deficiencies noted in your inspection report. We
will continue to maintain these areas, as well as additional areas disturbed in our landfilling
process. Additional mulch, seed, stone and other erosion control groundcover measures will be
applied or replaced as needed to maintain erosion control at the landfill. We welcome your
further review and/or comment related to sedimentation and erosion control at this facility, and
thank you for technical support in making these repairs, and improving our erosion control
practices. If you require additional information or other follow-up regarding this matter, please
