This letter is in response to a facility compliance audit report for Highlands C&D landfill
dated 7/26/01; inspection date 7/17/01. Under the Violations Noted Section, the
statement sub -titled (A) refers to 15A North Carolina Administrative Code 13B
.0505(4)(b) regarding inadequate erosion control and improper placement of a culvert so
as to allow silt run-off to flow directly to the creek. This letter is notification that the
culvert has been removed, and a new ditch dug to keep the run-off on the side of the road
closest to the landfill and away from the creek. The ditch connects to an existing ditch
below that, then runs into an existing sediment basin. Further, work is continuing above
this site to stop sediment loading of the creek. An additional culvert has been installed
where a large amount of dirt had been piled on the creek banks. The piles of dirt are
being sloped back away from the creek and will be seeded. Additionally, rip rap, and silt
fences will be installed to further prevent silt loading of the creek.
