Orr Regional Manager This office has reviewed the erosion and sedimentation control plan submitted for the project listed below. We find the plan to be acceptable and hereby issue this Letter of Approval with modifications and/or performance reservations. A list of the modifications required and/or reservations is attached. This approval is conditioned upon the incorporation or addition of these items to the plan. Please be advised that Title 15A, North Carolina Administrative Code 4B.0017(a), requires that a copy of the approved soil erosion control plan he on file at the job site. Also, you should consider this letter to give the Notice required by NGGS § 113A-61(d) of our right of periodic inspection to ensure compliance with the approved plan. The State's Sedimentation Pollution Control Program is a performance -oriented program requiring protection of the natural resources and adjoining properties. If, following commencement of this project, it is determined that the plan is inaidequate to meet the requirements of NGGS §113A-51 to 66, this office may require revisions to the plan and implementation of the revisions to ensure compliance with the Act. Please note that this approval is based in part on the accuracy of the information provided in the Financial Responsibility Form which you have provided. You are requested to file an amended form if there is any change in die information included on the Form. V j Our File No. 90-187 MACON COUNTY CONSTRUCTION/DEMOLITION LANDFILL Dear Ms. Hoyt: We have received your comments in your letter of November 16, 1992 and offer the following comments: 1. Please find enclosed the environmental assessment prepared by the Highlands Ranger District for your review. It appears that there are no archeological or historical sites that would be affected by this plan, nor would there be any endangered species or critical habitats that would be affected by this plan, based upon my review of the environmental assessment. 2. The wetlands are identified on our plan. The wetlands primarily consist of the streambeds themselves, as the area around the streams, as well as the remainder of the property, is located on such a slope that does not allow for any surface ponding of any type, and therefore, very little wetlands exist. 3. We have indicated the proper 150' buffer between a waste boundary and a property line. 4. We have also indicated the five year intervals on the plan. We previously showed this on our plan by the use of numbers, ie. number one would be a cell constructed in the first year. We have highlighted these areas for ease of understanding. 5. Our plans reflect the proposed and final contours, as well as the progression of cells. It is difficult to show the proposed contours for the trench cell construction as they will be very close to the proposed contours, therefore, we have shown this only in the cross -sectional areas for your review. Keep in mind that the existing contours are the final contours for the trench cell construction. HOYT November 24, 1992 Page 2 6. We have provided the location of the scale and scale house. 7. Please find enclosed a written engineering design data sheet which outlines the basic soil calculations, as well as the anticipated lifetime, and includes the deeds, property owner's name, the type, source, and quantity of waste proposed, and the plans for monitoring of ground and surface water. I trust that this information will now complete the submittal process and that approval may now be granted. Please do not hesitate to call should you have any questions or comments. DESIGN DATA SHEET to serve THE MACON COUNTY CONSTRUCTION AND DEMOLITION LANDFILL Highlands Landfill Site November 25, 1992 Macon County anticipates the design and construction of a demolition landfill to serve the Highlands, North Carolina area, and if possible, the Franklin, North Carolina area as well, on a short term basis. With Macon County being the owner, there are thus no encumbrances on the property in terms of it's use. Macon County desires that the landfill be permitted for all types of construction and demolition debris, including but not limited to: yard waste; construction material consisting of sheet rock; lumber (both treated and untreated); shingles; plywood; fiberglass insulation; glass and plastic used in construction, such as windows and sashes, removed asphalt, and concrete; metal products used in construction, such as aluminum and steel windows and doors, etc. Recyclables will not be disposed of in this landfill. Based upon the engineering calculations, the longevity of the landfill should be between 28 and 33 years, depending upon the type and amount of debris wasted at this site. The anticipated capacity of the landfill is approximately 774,000 cubic yards of debris that can be wasted at this site. Please find attached to this report the calculations substantiating the longevity of the landfill. Please also find enclosed a copy of the plat and deed of the property. The landfill site will be monitored in accordance with the regulations. Currently, the plans are to monitor the three existing monitoring wells and surface water monitoring points twice yearly for the contaminants delineated in the permit. These monitoring wells and surface water monitoring points are located on the engineering plans. We will work very closely with the Division to determine that there are the proper number of monitoring points prior to beginning construction. Box 450 Cashiers, North Carolina 28717 Re: Completeness Review Proposed Macon County Construction/Demolition Landfill Macon County Dear Mr. Waters: William L. Meyer Director The Solid Waste Section has conducted a preliminary review of the referenced application for completeness. It is our understanding that proposed waste types for the facility are construction and demolition debris. In accordance with Policy Memorandum #16, a landfill operated for the disposal of construction and demolition debris must meet the permit requirements outlined in Sections .0503 and .0504 of the Solid Waste Management Rules. The following comments and requests for additional information must be addressed in order to continue the review process: Site Plan: 1. The site proposed for development of a C&D landfill was approved on June 15, 1983, and a construction permit for a sanitary landfill was issued on April 24, 1985. Several additions and revisions have been made to the siting and design requirements since the time of initial approval. Since the site has never been utilized by the county, the site plan should be updated to address all additions and changes in the regulations and to address revisions in the proposed development. Specifically, the following items should be addressed: a. A discussion of compliance with the siting standards in 15 A NCAC 13B .0503(1)(a),(b), and (d), shall be provided. (The USDA, Forest Service, Highlands Ranger District, conducted an Environmental Assessment of the property in 1990. Perhaps they would be willing to share An Equal Opportunity Affirmadw Action Employer information regarding archaeological and historical sites, endangered species, and critical habitats.) b. Wetlands shall be identified and properly buffered. Construction Plan 1. Construction should be phased for five year review intervals. 2. For the five year cell, indicate proposed excavation contours, progression of fill, and proposed final contours. 3. Two cross -sections of the operational area shall be submitted indicating existing contours, proposed excavation, depth to the seasonally high groundwater table, and final contours. 4. Location of scales and scalehouse shall be indicated on plan drawings. 5. Property line buffers shall be revised to incorporate a minimum buffer of 150 feet between the waste boundary and property lines. 6. A written report shall be submitted and shall include the following information: a. Soil balance calculations substantiating availability of adequate soils for daily cover, final cover, dikes, berms, etc. b. A copy of the deed or other legal description of the landfill site that would be sufficient as a description in an instrument of conveyance; C. property owner's name; d. Type, source and quantity of waste proposed for disposal; e. Anticipated capacity and lifetime calculations; and f. Plans for monitoring ground and surface water. Cobey, Jr., Secretary March 25, 1992 Director Mr. Charles Mashburn, Manager Macon County 5 West Main Street Franklin, North Carolina 28734 RE: Approval for Operation Macon County Sanitary Landfill Permit No. 57-03 Dear Mr. Mashburn: The Solid Waste Section has reviewed the Construction Quality Assurance Document, Volumes I and II, for Construction of Cell No. 1 and Surface Impoundment, submitted on January 30, 1992, and on February 17, 1992, respectively. The construction modifications noted in the submittal are acceptable, as they do not adversely effect the Conditions of Permit. One copy of the CQA Document shall be maintained at the facility along with permit and approved plans. The required pre -disposal site inspection was conducted on February 25, 1992. Macon County has now satisfied the pre -operative conditions of the Solid Waste Permit. This facility is hereby qualified to receive waste.
