Dear Mr. Patterson,
This is a follow-up to a letter I sent to you October 8, 2001 regarding a Facility
Compliance Audit Report at the MSW landfill dated August 31, 2001. The previous
letter listed the actions we had taken to correct the violations noted in your report and a
progress report on two items that had not been completed at that time. We have now
completed work related to those violations and I have listed them below.
Item (3) of your report stated that we were in violation due to insufficient ground cover to
prevent erosion. We have now completed the hydroseeding of the temporary cap over
sub -cells 1 & 2, and portions of Phase I cell where there was no grass. In addition to the
normal mixture of lime, fertilize, and seed mix, we added winter rye grass seed.
Hopefully, this will offer erosion control through the winter, and we will re -seed next
year if necessary. My original letter stated that we were going to add compost to the
nutrient poor soil over the Phase I cell where grass will not grow. In reference to a letter
from Ted Lyons stating that the compost had not been approved for application, we are
stockpiling the compost until we receive analysis results of the compost and approval
from the state.
I would like to note that at the time of the inspection, Mr. Lyons stated that the compost
could be utilized at the landfill without analysis. This is why we moved the compost off
of the compost pad, and why I stated in my original letter that we would be spreading it
on the landfill.
Item (4) stated that we were in violation due to water being impounded over waste on the
Phase I cell. Water was being retained along impoundments originally intended to carry
the water to drainage ditches. As the landfill has settled, these impoundments have lost
their slopes and thus, are holding water. We have now re -positioned the berms and the
collection pipes so as to create fall along the impoundments.
This should conclude the work necessary to correct all of the violations in your August
2001 Facility Compliance Audit Report. If you have any additional questions or

Yard Waste facilities on September 25, 2001, as a follow-up to violations noted on
inspections conducted by Ted Lyon and myself on August 21, 2001. I have also received
your letter dated September 21, 2001, addressing those deficiencies requiring a written
response. Based on my site visit and the information supplied in your letter, the Solid
Waste Section has determined that deficiencies noted in my August 31, 2001 letter to
Macon County have been addressed/corrected.

Dear Mr. Patterson,
This letter and attachments are in response to violations noted in a Facility Compliance
Audit Report dated August 31, 2001. Our effort to bring all compliance issues is still
ongoing, but we have completed some of the administrative issues listed in your audit
and are submitting this response to address those violations.
Item (1) of the report states that we were in violation by not having 6inches of daily
cover. At the time of your inspection, we were in the early stages of adding a temporary
cap to sub -cells 1 and 2. The traffic from hauling dirt onto this area had uncovered a lot
of garbage. We have now almost completed the capping of the cell with 12inches of dirt.
We intend to have this area capped and seeded before October 19th. I have also re-
emphasized the importance of daily cover to all of my operators.
Item (2) states that we are in violation of quarterly methane monitoring requirement. We
did not monitor during the 2nd quarter due to lack of proper monitoring equipment. We
did have a gas monitor, but I did not feel that it was suitable for methane probe
monitoring. Additionally, we did not have any calibration equipment for the monitor and
I did not feel that any measurements taken with the device could be considered accurate.
Subsequently, Macon County has obtained a CES-LANDTEC GEM 2000 methane
monitor and calibration kit. John Chase, Altamont Environmental, and myself took
landfill gas measurements in September. I will sample the gas probes at least quarterly
with the new monitor beginning with the fourth quarter of this year.
Item (3) of the report states that we are in violation due to insufficient ground cover to
prevent erosion. We have hydroseeded the areas around the compost pad where recent
grading was done to prevent leachate from the pad from entering our sediment basin
(Ref. audit report letter sent to your office September 25, 2001). As mentioned above,
we have almost completed the grading and seeding of the temporary cap on sub -cells 1
and 2. The Phase I cell still has a lot of bare spots due to fill dirt that is nutrient poor.
We have taken our mature compost to the old cell and intend to spread it over the area.
We will then hydroseed the cell. This work may be delayed due to problems that will be
addressed by item (4) of your audit report. We are rapidly running out of time to seed

this fall, but we will make every effort complete the work and seed so as to prevent
erosion this winter. We will re -seed in the spring if it proves necessary.
Item (4) states that we are violation due to water being impounded over waste on the
Phase I cell. This problem has been created due to settling of the cell. The berms that
were constructed to divert rainwater into above ground drain lines have lost their slope
and settled so that a portion of the rainwater cannot reach the drain lines. Due to
manpower constraints, we have not begun any corrective actions on this site, but we have
developed a plan of action. Since we cannot cut into the cap, we intend to reshape the
berms so that they turn down the slope on each face. We will then reposition the drain
lines to collect water from the ditches once again. We may also have to add some fill dirt
to the central area of the cell to insure that the water will run off the cell. Work will
begin on this project as soon as the capping and seeding of Phase II sub -cells are
completed.
Items (5), (6), and (7) all relate to the inclusion of additional solid waste facilities at the
landfill to our facility site plan and operational plan. I have attached a site plan
containing the new facilities along with a master list of the facilities. This attachment has
been sent to Jim Coffey in the Raleigh office for approval. The yard waste treatment and
processing area and the changes to the compost area have already been to the state for
approval (Ref. audit report letter sent to your office September 25, 2001).
There were four items addressed in the comments/suggestions portion of your report.
Item (1) is in reference to the new landfill gas probes (GP-6, GP-7, and GP-8). Altamont
Environmental sent a letter to Mark Poindexter on September 7, 2001 stating that the new
wells have been installed and added to our monitoring plan (letter attached). We intend
to abandon GP-1 and GP-2 as the letter also recommends as the new probes were placed
between the old probes (GP-1 and GP-2) and the property line. The monitoring well
records referenced in item (2) have been returned to Macon County by Altamont
Environmental and have been re -filed. I have discussed with all of my operators the
necessity of daily waste screenings (Item (4)). I believe that a combination of new
personnel and taking waste both in the baler and the landfill during our progression into
the new cell (Sub -cell 3) lead to the missed screenings.

The following letter and attachments are in response to a audit performed by Ted Lyon
and yourself to the compost and yard waste treatment and processing areas of the Macon
County MSW Landfill; Permit No. 57-03.
Under the section of your letter titled Compost Area, there were eleven problems/
deficiencies noted. Items (1) and (2) are addressed in the attached letter to Ed Mussler.
The letter to Mr. Mussler seeks plan approval (item (2)) for the steps that we took to
prevent leachate leaving the compost pad from reaching the sediment basin. Among
these, and in addition to what had been done at the time of your visit, was the addition of
culvert to the drainage ditch running parallel to the compost pad (item (1)). The ditch
was then filled and sloped toward the compost pad to prevent leachate from running off
of the pad and into the ditch. There was also an embankment added above the ditch line
so that storm -water run-off would be diverted away from the compost pad (site plan
attached).
Items (3), (4), (5), (6), (7), (10), and (11) all reference a deficiency in daily maintenance
of the compost pad. Of major concern during the inspection was a storage area for the
large volume of tomatoes received prior to their incorporation to the windrows. The
sawdust pile that was bunkered to temporarily hold the tomatoes was running off of the
pad, as was liquid from the decomposing tomatoes. This area has been cleared, and
incorporated into windrows. The mature compost that was being stored along the same
edge of the compost has been removed and stockpiled on the Phase I, Cell I to be spread
over the poor soil areas of the cell where grass has not grown. In regards to other
deficiencies noted, we conducted a meeting at the site to instruct the operators working
the compost area on the importance of properly maintaining the area with respect to the
techniques and the amount of time required to keep the area in compliance. Additionally,
we are seeking to add a part-time position specifically to maintain the compost pad. We
are also trying to repair or replace the bobcat that was being utilized to maintain the
compost material and feed stock.

This letter is being written to reiterate the discussion we had at your office on
February 22, 2001 concerning the management of yard waste at the Macon County MSW
Landfill. As we discussed, Macon County must obtain a permit for the management of yard
waste. This activity can be permitted as a treatment and processing facility if temperatures
of the processed material remain below 110°F. If temperatures of the processed material
exceed 110°F, a permit for a solid waste compost facility must be obtained.
Please submit or have your consultant submit the appropriate application for your
yard waste management facility to Ted Lyon in our Raleigh Central office as soon as
possible.

facilities to be added to our operational plan. The site plan is a duplicate of one sent to
your office September 25, 2001 seeking approval of our yard waste treatment and
processing facility. We are now seeking approval of the additional facilities contained on
the site plan and listed on the attached sheet.
There are two additional structures added to the site plan that are not part of the solid
waste department. They are a transit services facility and garage/maintenance facility.
Both structures lie in the buffer area on the western corner of the landfill property.

Re: Modification of Fill Progression
Macon County MSW Landfill
Dear Mr. Mussler;
This letter is in response to our phone conversation of October 23, 2001. The following
is an explanation of a change in the fill progression of our operating plan.
At present, we have filled Phase II, sub -cells 1 and 2 to ground level and placed a
temporary cap on both to shed water away from the landfill. We are also in the process
of hydroseeding the two sub -cells. We have built a road into sub -cells 3 and 4 entering
from the northwest edge of the landfill adjacent to the slope from the filled sub -cells 1
and 2. The road progresses down into sub -cells 3 and 4 along the toe of the slope.
Each sub -cell is further divided so as to open small sections at a time and leave as much
of the storm water liner in place as possible. We are currently placing waste in sub -cell 3
in the area closest to sub -cell 1 and the new road mentioned above. We have added waste
almost half way up to ground level. Rather than continue to fill this section, we would
like to move over into sub -cell 4 in an area adjacent to our current fill and closest to sub -
cell 2. We will bring that section of sub -cell 4 up half way to ground level adding
temporary berms as we have in sub -cell 3 to divert rainwater around the fill area and
toward the rainwater pumps. We will then progress into the lower half of sub -cell 4 and
then the lower half of sub -cell 3 in a counter -clockwise progression. The reason for this
order of progression is that the lower section of sub -cell three is the lowest point in the
landfill, and thusly the area where our rainwater pumps are located. Once all four
sections of sub -cells 3 and 4 are brought to the same level. We will begin filling both
sub -cells in lifts from the northern edge of the landfill back toward sub -cells 1 and 2.
The purpose of this change is to prevent us from having to construct so many slopes
inside the landfill, which causes us to add much more dirt than should be necessary to
cover the waste. Further, in filling sub -cells 1 and 2 in the fashion described in our
operational plan, we were often left with narrow strips to fill with 20-foot slopes on either
side. A rain event would then impound 2 feet or more water at our working face.
Bringing each section up half way will allow us to control our leachate but then will leave
us a large flat area to disperse the rainwater as we bring additional lifts across sub -cells 3
and 4.

Landfill Gas Update
Dear Mr. Poindexter:
This letter provides current information regarding landfill gas at the Municipal Solid Waste (MSW)
landfill located in Macon County, North Carolina.
BACKGROUND
Macon County (County) operates a MSW landfill approximately north of the Town of Franklin, North
Carolina. The general location of the facility is shown on Figure 1. As part of routine operations,
landfill gas is measured on a quarterly basis in five landfill gas probes situated near the perimeter of the
landfill. The probe locations are shown in Figure 2. During measurements taken during the spring of
2001, the concentrations of methane measured in gas probes GP -I and GP-2 exceeded the limits
allowable under North Carolina Department of Environment and Natural Resources (DENR) Solid Waste
Section regulations. On May 2, 2001 the County requested that Altamont Environmental, Inc.
(Altamont) assist with an evaluation of landfill gas in the vicinity of GP-1 and GP-2.
FINDINGS
Altamont directly completed, or participated in the completion of five tasks as part of this evaluation. A
description of each task follows:
Task 1: Evaluate Landfill Gas Concentrations
On May 2, 2001 an Altamont environmental technician accompanied Macon County Solid Waste
Department personnel and Mr. Jim Patterson (DENR) during an assessment of landfill gas conditions on
the west side of Cell No. 1 at the MSW landfill. Solid Waste Department personnel estimated the
location of the property line in the area. Based on that preliminary determination, two prospective gas
probe locations were evaluated using a steel bar and landfill gas meter. The evaluation consisted of
driving the steel bar into the subsurface to a depth of approximately four feet and measuring the
concentration of landfill gas in the resulting void. The two locations, which are shown on Figure 2 as
GP- 6 and GP-7, were shown to be beyond the area affected by landfill gas.

Task 2: Deed Research
Historic records in the Solid Waste Department indicated that the parcel west of Cell No. 1 is owned by
the County. The County retained Sprinkle Surveying to verify this information through research of the
pertinent deeds. Sprinkle found that the parcel is actually owned by the Town of Franklin. As a result,
the preliminary location established for GP-7 (during Jim Patterson's onsite inspection) was moved
upslope onto County -owned property. The area established as the proposed location for GP-6 was
determined by Sprinkle to be County -owned property.
Task 3: Land Survey
The County also retained Sprinkle Surveying to survey the westerly property line between the Town of
Franklin and the County, as well as the new gas probe locations. The surveyors staked the property line
on 100-foot centers. Its location, with respect to the recently installed gas probes, is indicated in Figure
2.
Task 4: Installation of New Landfill Gas Probes
On June 13, 2001 the Altamont environmental technician installed gas probes at each of the two
locations (GP-6 and GP-7) identified in Task 1. Oil August 3, 2001 an additional probe was installed
(GP-8). A Landfill Gas Probe Construction Diagram is attached that represents all three structures.
Task S: Continued Landfill Gas Monitoring
GP-6 replacing GP-1: Gas probe GP-6 was installed on June 13, 2001. Methane was not detectable in
the probe after completion. On July 2, 2001 the methane concentration at GP-6 was checked again. On
that occasion the concentration exceeded five percent. The methane concentration in this probe was 1.6-
percent on August 3, 2001. These and other landfill gas measurements are compiled in Table 1.
GP-7 & GP-8 replacing GP-2: Gas probe GP-7 was installed on June 13, 2001. A methane
measurement was recorded upon completion of the probe. As shown, in Table 1, the methane
concentration in GP-7 exceeded five percent on June 13, 2001. Subsequently, the measurement of
methane at that probe was 1.7-percent on July 2, 2001 and 1.1-percent on August 3, 2001. As a
precautionary measure however, GP-8 was installed between the property line and GP-7, and near a
property line marker. As shown in Table 1, the methane concentration in GP-8 on August 3, 2001 was
0.3-percent.
CONCLUSIONS
Gas probes GP -I and GP-2 have been replaced and should be abandoned by filling them with grout. As
replacements, gas probes GP-6, GP-7, and GP-8 will be included in the routine quarterly monitoring
program.
Although methane in GP-6 has been observed at a concentration greater than five percent on one
occasion, at least 250-feet remain between that probe and the Lake Emory property line. If methane
continues to be detected in GP-6 in excess of the five -percent limit, then an additional probe can be
installed closer to the property line to demonstrate compliance with DENR regulations.

Gas probe GP-8 is located within two feet of the property line. Further monitoring will determine
whether a compliance issue exists in that area. From the perspective of health and safety however, at
least 100-feet separate this location and the nearest structure or periodic human activity.
