His request is based on consistent monitoring results in excess of the Lower Explosion Limit (LEL) for methane at the southern property boundary. The following is a brief description of attachments submitted and narrative past discussions between Macon County and the Solid Waste Section regarding this matter. I would like to apologize in advance for the fact that my records may not be complete. When we last addressed these issues, I had just become the Solid Waste Director. I have not been able to find any historic data or correspondence predating late 2001. I have also gone through an office and filing system change, and three damaged computers since 2002. Additionally, most of these issues were addressed by Altamont Environmental of Asheville. Much correspondence was between Altamont and the Section directly, so I am sure there is correspondence from phone conversations and personal meetings that I do not have. Altamont was dismissed by the County in 2003 for issues unrelated to the Old Franklin Landfill, and I have not had contact with the firm since that time. To wit, I hope that your central files contain any missing or additional information you may need that I am unable to forward to you at this time. Attachments LFG Monitoring results and field notes September 2001 through March 2006 o January 3, 2002 — NOV response to Mr. James Coffey e March 1, 2002 — Letter to Mr. James Coffey requesting elimination of methane probes • March 1, 2002 — Methane and Water Resources update to Mr. Coffey • May 16, 2002 — LFG Passive Trench Update to Mr. Coffey Narrative The net outcome of the above listed correspondence was an agreement of understanding that no additional action would be required with regard to LFG along the southern property boundary under the following conditions: 1. The adjacent property owner was to be notified that methane was likely migrating onto his property, and at his request, the County would begin more aggressive remediation of LFG. This notification did occur, and no action was requested by the property owner. At such time as the adjacent property was developed, the County would immediately begin remediation activities. The County agrees that development of the property could lead to an increase in potential environmental health risk through increased contact with the public. The County further agrees to notify your office should development of the property commense. 3. The County would attempt to negotiate with the property owner to conduct additional methane migration investigations on the adjacent property to determine extent of methane migration. Access to the adjacent property was denied by the property owner. I believe these conditions are still sufficient in protecting public health in this area of the Old Franklin landfill. You may view the site via the Macon County website's GIS information. The property ID #'s are: Landfill: 0122806 — Owner, Town of Franklin: Buffer: 0104926 & 0228072 — Owner, Klatt Family Limited Partnership 1; 0106906 - Owner, Macon County. From these aerial maps, it is reasonable to postulate that methane gas is not migrating beyond the large buffer of undeveloped property adjacent to the landfill. I hope that you find this information sufficient in your considerations. I further hope that your investigation agrees with my assertion that the current actions are sufficient at this time. Landfill scheduled to be mowed within next 2 weeks. 4. Model airplane club still using top of landfill for landing strip. The grass at this area looks really good. It is mown and well maintained. 5. There is no evidence of 4 wheeler traffic on the landfill cap. All potential entrances to the landfill have evidently been blocked to prevent access.
