Dear Mr. Lackey, The landfill gas survey report submitted on behalf of Macon County by McGill and Associates dated May 10, 1999, has been reviewed. The following comments and questions were generated by the Solid Waste Section during the review. 1. The primary purpose of the landfill gas survey was to detect migration of gas across the County's property boundary through conductive zones in the subsurface, especially in areas near existing domiciles. Utilizing the existing ground water monitoring wells, gas was detected in significant quantities deep in the saprolitic zone. Reportedly, the waste is on the order of tens of feet thick. Please provide justification for the three foot maximum depth of the gas monitoring probes installed during this investigation. 2. The gas monitoring probes should be constructed to have an access port to which gas monitoring equipment can be attached so that the probe remains as a "closed system.". This recommended design is to prevent ambient atmospheric dilution that results in unreliable and inconsistent data generation. A guidance document on landfill gas probe construction and data gathering is available from.the Solid Waste Association of North America upon request. 3. Soil classifications can provide insight into the gas migration pathways. Please provide a description of the soils encountered during the installation of the probes. 4. Time and weather conditions (i.e. barometric pressure) are important factors. Please include this data in all future reports. 5. Based upon the data in the report, routine monitoring of the gas at the Franklin site is needed. Please propose a monitoring plan and a schedule for Section approval within 60 days. Address the comments provided in this letter in the next submittal. ! Please find enclosed three (3) copies of the plan. Macon County proposes to repair the landfill cap in areas where settlement has occurred to improve surface water run-off from the landfill cap. The repairs will consist of adding fill material in the areas shown on the attached drawing to provide for a minimum 3 % slope. • . In conjunction with the cap repairs, Macon County requests approval to allow the use of the closed landfill as an airfield for the local model airplane club. The airfield would require the installation of a gravel access road and parking area and a preparation of a soil base for the runway. The runway will be a 40'x 240' canvas mat rolled onto the prepared soil base. As shown on the grading plan, the area for the gravel access road and parking area will have a minimum of 6 inches of soil placed prior to the placement of gravel. The runway will be placed on minimum of 1 foot of additional soil fill. The additional fill will allow Macon County to till and compact the soil under the runway without disturbing the existing cap. MEYER Dear Mr. Lackey: DIRECTOR The Solid Waste Section has reviewed the above referenced report submitted on behalf of Macon County by the Fletcher Group, Inc. of North Carolina. The report summarizes actions taken by Macon County dealing with possible private well contamination adjacent to the Franklin closed landfill. It also makes recommendations for addressing the situation. I have discussed the matter with Mr. Jim McElduff of the Fl-etcher Group and recommend proceeding with the proposed actions, with one exception, as they relate to the additional sampling and analysis and verification that the Keener residence is connected to a public water supply. The exception concerns recommendation number 6. If metals' concentrations exceed EPA drinking water standards or if any man-made organic compounds are detected, a health risk evaluation should be done. Your are also advised to follow all recommendations from Dr. Ken Rudo of the Occupational and Environmental Epidemiology Branch. According to the report, the well was resampled in July at Dr. Rudo's advice, and the data was submitted to him for a health risk evaluation. Dr. Rudo and the Macon County Health Department, can recommend the necessary steps to ensure a health risk is eliminated in case the well is still being used. FLETCHER GROUP, INC. OF NORTH CAROLINA FLETCHER ENGINEERING PIEDMONT INDUSTRIAL WASTE SERVICES PIEDMONT PRODUCTS The Fletcher Group has completed an evaluation of laboratory data related to water samples collected from the Keener domestic well. The Keener home is located on Memory Lane, approximately 550-feet east of Lake Emory Road, near the Old Franklin Landfill. The general vicinity is approximately two miles north-northeast of downtown Franklin, North Carolina. BACKGROUND The Old Franklin Landfill is located approximately 400-feet to 1,000-feet east of several residences located on Lake Emory Road. The general area is shown on Figure 1. Although potable water is provided to the neighborhood through a distribution network owned and operated by the Town of Franklin, water wells are known to be located on two of the nearby residential properties west-northwest and west-southwest of the landfill. These wells are located on properties owned by Mr. and Mrs. Dale Dowdle and Mr. and Mrs. Cletus Keener, respectively. The Dowdle property, on which a home is located approximately 600-feet west of the landfill, includes a well that is used for non -potable purposes. On August 30, 2000, The Fletcher Group verified that the Dowdle residence is connected to the Town of Franklin water supply. The Dowdles receive water through an account in the name of Mr. Ted Cabe. The Keener property, which is located approximately 400-feet west-southwest of the landfill, also includes a water well. The Keener residence does not have a water account in the Keener name. However, Mr. Jay Gibson, an employee with the Public Works Department, stated to The Fletcher Group on August 30, 2000 that the Keener residence is connected to the Town of Franklin water supply. As part of routine compliance activities conducted in accordance with landfill Permit No. 57-01, the Macon County Solid Waste Department (Solid Waste Department) analyzes groundwater quality in the vicinity surrounding the Old Franklin Landfill semi-annually. The Dowdle and Keener wells are two of the wells included in the monitoring program. In correspondence dated March 8, 2000, from the North Carolina Department of Environment and Natural Resources (DENR) to the Solid Waste Department, DENR required that the Solid Waste Department I5 781/2 Patton Avenue Asheville, NC 28801 (828)281-3350 Fax (828)281-3351 www.fletchergroup.com 41®4 Mr. Larry Rose September 10, 2000 Page 2 of 5 provide groundwater monitoring results from recent testing to the Macon County Health Department (Health Department). The Solid Waste Department provided the requested analytical results to the Health Department during March 2000. In response, Mr. Patrick Muse, a technician employed by the Health Department, collected samples from the two potable water wells. The samples were analyzed by the State Laboratory of Public Health (State Laboratory) for Volatile Organic Compounds (VOCs). The laboratory data sheets show that samples were collected from the Dowdle and Keener wells on May 22, 2000. These and other data sheets provided by the Health Department are enclosed. Following receipt of results from the State Laboratory, Mr. Muse reviewed the analytical data with Dr. Ken Rudo. Dr. Rudo is a toxicologist with the North Carolina Department of Public Health. Mr. Muse reported to the Fletcher Group that Dr. Rudo stated that the Dowdle well would not require additional sampling by the Health Department. None of the parameters detected in the Dowdle well exceed the DENR groundwater standards (North Carolina Administrative Code, Title 15A, Subchapter 2L). However, -Dr. Rudo asked that the Keener well be sampled again.v The Keener well was resampled by Mr. Muse on July 6, 2000. The analytical results were provided to the Solid Waste Department on approximately August 8, 2000. These latter results generally confirmed those- 1 obtained from the sample collected on May 22, 2000. The analytical results are summarized in the e, ` W2.5 attached table. The Solid Waste Department retained the Fletcher Group on June 26, 2000 to evaluate the pertinent analytical data and field information, and recommend an appropriate course of action. Since the DENR groundwater standards were not exceeded in the Dowdle well, and because Dr. Rudo did not request that the Dowdle well be resampled, this evaluation focuses exclusively on the Keener well. It was conducted after receipt of the State Laboratory data on August 8, 2000. The evaluation included the following elements: • Review of State Health Department analytical data for groundwater. • Review of analytical data for groundwater provided by Pin -Point Environmental Services, Inc. (Pin -Point) and Pisgah Environmental (Pisgah). • Evaluation of hydrogeological information provided by Pin -Point, Pisgah, and Terra Consultants (Terra). • Observations of conditions at the landfill and on the Keener property. FINDINGS The findings are organized in the following categories: Laboratory data 1. Laboratory analyses of groundwater samples by the State Laboratory resulted in detections of six VOCs in the May 22, 2000 sample and five VOCs in the July 6, 2000 sample. Mr. Larry Rose September 10, 2000 Page 3 of 5 2. The six VOCs were Acetone, Benzene, Chlorobenzene, 1, 4-Dichloroethene, Methyl-tert- butyl-ether, and Tetrachloroethene. 3. Five of the six VOCs were detected on both occasions. Acetone was the exception. 4. One compound, Benzene, was present in the State Laboratory analyses at a concentration exceeding the DENR groundwater standard. Benzene was detected at a concentration of 1.1 micrograms per liter (µg/L). The DENR groundwater standard for benzene is 1.0 µg/L. 5. Quality assurance / quality control issues could not be evaluated due to the fact that the State Laboratory did not provide any related documentation with the analytical results. 6. Mr. John Neal, Organics Supervisor in the State Health Department Laboratory, stated on August 8, 2000, that the samples were screened with a gas chromatograph using a photoionization detector. The screening results were confirmed with mass spectrophotometry. He said that he was confident that the results were valid. 7. Mr. Neal also stated that drinking water and hazardous waste samples are analyzed on the same piece of equipment in the laboratory. 8. Laboratory analyses of groundwater samples (collected by Pisgah on October 22, 1999 and May 5, 2000) by Specialized Assays also resulted in detections of three VOCs. 9. The three VOCs were 1,4-Dichlorobenzene, cis-1,2-Dichloroethene, and Tetrachloroethene. 10. The three VOCs detected by Specialized Assays were also detected by the State Laboratory at comparable concentrations. 11. Laboratory Method Detection Limits associated with analytical methods specified by the DENR Solid Waste regulations are higher than those used for the drinking water analyses performed by the State Laboratory. 12. As a result, the State Laboratory detected four VOCs at concentrations lower than the detection limits used for compliance with Solid Waste regulations. Hydrogeological Information 1. Shallow groundwater in the vicinity of the southwest corner of the landfill appears to flowing toward the Keener property. 2. There is no well construction information for the nearby landfill monitoring wells MW-2 or MW-3. 3. There are inadequate data to interpret the characteristics of groundwater flow through fractures in the bedrock. 4. The Keener well draws water from fractured bedrock. 5. Neither Mr. Keener nor the Health Department has well construction information for the Keener well. However, Mr. Keener reported that the well is approximately 200-feet deep. (Note: The Fletcher Group has observed domestic potable water wells constructed without adequate seals between shallow groundwater and deep groundwater.) Methyl-tert-butyl-ether, detected on both occasions by the State Laboratory, did not come into common usage until approximately 1983. 2. Mr. Neal stated that Methyl-tert-butyl-ether is "almost always" associated with gasoline. 3. Aerial photographs taken in 1982 and 1994 suggest that the southerly portions of the landfill near the Keener property were filled prior to 1982. 4. Numerous one- and two -gallon gasoline cans were observed by Fletcher Group personnel within approximately 10-feet of the Keener well on August 8, 2000. 5. Mr. Keener stated that he normally stores gasoline near his well. CONCLUSIONS 1. The correlation between the various analytical data sets suggests that the State Laboratory data are valid. 2. None of the data collected for compliance with Solid Waste regulations refutes data developed by the State Laboratory. 3. Even though site conditions on the Keener property (e.g., well construction, gasoline storage, well depth) suggest the possibility that the source of VOCs may be located on the property, the hydrogeological information does not preclude the possibility that the landfill is the source of contamination. The two wells labeled as Dowdle and Keener indicate the presence of a number of man-made organic compounds. Although the source of the compounds is not known, these chemicals are not naturally occurring and they have the potential to pose certain health risks. As a result, this situation should be addressed immediately. Please provide the Macon County Health Department with a copy of these test results. The Health Department can review the data and, if necessary, recommend actions needed to protect public health. In addition, within the next 30 days, please advise this office of the Health Department's assessment of the data and any steps taken by Macon County to deal with the matter.
