Re -Use Plan

Dear Tim:
On behalf of Macon County, we are submitting plans for a Landfill Cap Repair and Re -
Use Plan for the old Franklin Landfill in Macon County, North Carolina. Please find enclosed
three (3) copies of the plan.
Macon County proposes to repair the landfill cap in areas where settlement has
occurred to improve surface water run-off from the landfill cap. The repairs will consist of
adding fill material in the areas shown on the attached drawing to provide for a minimum 3 %
slope.
In conjunction with the cap repairs, Macon County requests approval to allow the use
of the closed landfill as an airfield for the local model airplane club. The airfield would
require the installation of a gravel access road and parking area and a preparation of a soil base
for the runway. The runway will be a 40'x 240' canvas mat rolled onto the prepared soil base.
As shown on the grading plan, the area for the gravel access road and parking area will have a
minimum of 6 inches of soil placed prior to the placement of gravel. The runway will be
placed on minimum of 1 foot of additional soil fill. The additional fill will allow Macon
County to till and compact the soil under the runway without disturbing the existing cap.

Dear Larry:
I am writing this letter to reiterate our telephone conversation of February 19, 1999,
concerning the use of the closed Macon County Landfill (Permit No. 57-01) as a
staging/landing area for model airplanes.
As we discussed during a meeting with you, Bill CoL'-uis, Jeff Bishop of McGill
Associates, members of the Macon County Model Airplane Club, Tim Jewitt, and me on
September 22, 1998, a plan will need to be submitted to Jim Coffey of the North Carolina
Solid Waste Section, addressing the proposed activities at the landfill site for approval.
Also, since this landfill is currently undergoing assessment monitoring, including a
methane gas study, the proposed plan should be submitted to Mark Poindexter,
hydrogeologist with the Solid Waste Section, for his review and comments.

RE: Landfill Gas Survey
Closed Franklin and Highlands
MSW Landfills

Dear Mr. Poindexter:
On behalf of Macon County, McGill Associates has completed a gas survey for the
Closed Franklin MSW Landfill and Closed Highlands MSW Landfill. The gas survey was
performed per the recommendation of Pin -Point Environmental in their Phase 1 Site Assessment
dated October 1997 to investigate the potential groundwater contamination at the two landfills.
McGill Associates submitted a proposed gas survey plan to NCDENR in August 1998 and
received approval.
Our survey consisted of establishing gas monitoring probes at the perimeter of each
landfill to determine if methane gas was migrating off -site and if migrating methane gas was
contributing to groundwater contamination. The probes consisted of a 6 foot, 1 '/2" diameter
PVC pipe, perforated for 2 feet on one end and a cap on the other end. The perforated end of the
pipe was placed in an 8" diameter 36" deep hole and backfilled with gravel to the top of the
perforations and with soil the remaining portion. We established 11 probes at the closed
Franklin MSW Landfill and 10 probes at the closed Highlands MSW Landfill. In addition to the
probes, we sampled 5 existing groundwater monitoring wells at the closed Franklin MSW
Landfill and 8 existing groundwater monitoring wells at the closed Highlands MSW Landfill.

The sampling took place on March 19, 1999 and April 9, 1999. We used a Micromax
model MAX413P gas analyzer. The sampling procedure at each sampling point was as follows:
1. Remove cap
2. Record initial readings for Oxygen, %LEL, Sulfur Dioxide, and Hydrogen
Sulfide.
3. Continue sampling until readings stabilize and record readings. (maximum
5 minutes)
4. Replace cap
The North Carolina Solid Waste Management rules require that landfill operators ensure
that methane gas does not exceed the lower explosive limit (LEL) for methane at the facility
boundary. LEL is a measure of the percent methane gas present. Methane gas is explosive with
a concentration from 5% to 15%. A reading of 100% LEL is equivalent to 5% methane gas. The
recorded sample data is shown in the attached tables.
As the data indicates, there were no residual high level readings for LEL at any of the
monitoring points except for GMP-2 at the Old Franklin Landfill. GMP-2 is located
approximately 50 feet inside the property line. An additional monitoring point was sampled 30
feet closer to the property line with a 0% LEL reading. Several of the monitoring probes
exhibited an initial reading above 100% LEL, but the readings dropped off to a much lower
residual reading after only two minutes of continuous sampling. Our sample data indicates that
the residual concentration of methane gas is below the lower explosive limit for methane at the
facility boundary.
In addition to the methane probes, gas readings were taken at the existing groundwater
monitoring wells surrounding both landfills. At the closed Highlands MSW Landfill none of the
readings at the groundwater monitoring wells indicated any presence of methane gas. At the
closed Franklin MSW Landfill, MW-3 and MW-5 exhibited high initial readings for methane gas
but dropped off almost immediately and leveled out after two minutes. MW-7A also showed a
slight presence of methane gas. MW-3 and MW-5 have also had high levels of cis-1,2
dichloroethene, vinyl chloride, and cis-1,1 dichloroethane during semi-annual groundwater
sampling.
Due to the low readings of methane gas at the groundwater monitoring wells, we do not
believe that migrating methane gas is a significant contributing factor to the groundwater
contamination. A typical landfill produces landfill gas for about 30 years with peak production
in years 15 through 20. The Franklin Landfill began operation in 1953 and the Highlands
Landfill began operation in the early 70's. Both landfills have most likely reached there peak
landfill gas production and have begun generating less gas. We recommend that the
groundwater monitoring wells continue to be monitored for methane gas on a semi-annual basis
at the time of the groundwater sampling event. If the presence of methane gas increases in the
groundwater wells, Macon County should evaluate the need of localized venting system.
