Dear Ms. McHargue:
This letter serves to update you on the status of the above -referenced project,
specifically related to work items identified in our previous letter dated January 23, 1995. As
you know, Macon County is being required by the North Carolina Division of Solid Waste
Management (NCDSWM) to improve the final cover system on the Old Franklin landfill, and
provide supporting documentation regarding cap thickness and permeability.
Our previous letter proposed a series of tasks necessary to accomplish this goal. As of
this date, the County has conducted the geotechnical sampling to determine soil permeability at
the landfill and potential borrow areas. The original timeframe for completing all the work
was projected to be October 1, 1995.
As you may know, the County has also been actively involved in addressing
groundwater contamination problems at both the closed Franklin and Highlands landfills.
They recently completed and submitted a comprehensive remediation plan outlining future
work on both landfills. Unfortunately, monies originally budgeted for the Old Franklin
landfill capping had to be diverted to complete the remediation plan.
On behalf of Macon County, McGill Associates requests a three (3) month extension of
the original completion date to January 1, 1996. The County intends to authorize additional
funds and complete the capping work by that date.

Dear Mr. Carpenter:
I am writing to confirm our recent telephone conversation concerning the final cover system
at the subject facility. As you know, because this landfill received waste after October 9,
1991, it ulust have a final cover system which meets the criteria outlined in 15A NCAC 13B
.1627(c)(1). A recent review of the closure documentation submitted by Cranston,
Robertson, and Whitehurst on the County's behalf indicates that the cover system as
installed does not meet these criteria.
The Solid Waste Section is asking that Macon County propose a schedule outlining
measures to remedy this situation. Additionally, it is our understanding that there is a need
for maintenance at this site to prevent the impoundment of water over waste. This issue
should be included in the schedule and should be addressed as soon as is practical.

Water Quality Assessment Plan Submitted by Pin -Point Environmental Services, Inc.
Dear Mr. Carpenter,
The following are comments and questions which were generated by the Solid Waste
Section (Section) during the review of the water quality assessment plan submitted by Pin -Point
Environmental Services, Inc. (Pin -Point), on behalf of Macon County. If it was required,
responses to the following questions and comments were provided by Pin -Point Environmental
Services, Inc. during teleconference discussions on November 22.
1) In conjunction with the proposed fracture trace analysis, information is needed on the
local and regional geology. In order to develop an understanding of the geology and the
controlling features of the hydrogeology at the site, the inclusion of pertinent information
from local and regional geology studies, previous site investigations, professional papers,
geologic surveys, etcetera, is necessary.
Response: Pin -Point intends to conduct a search for any available information, including
contacting the N.C.G.S. office in Asheville for additional data.
2) Are any landfill preconstruction or construction records available which has information
about types, nature and thickness of the soil, the partially weathered rock zone, the
bedrock, depth of cell excavation, etcetera?
Response: Nothing was discovered during the initial search for information. However,
further attempts will be made to ascertain if such data exists.

3) An evaluation of the waste stream records and a list of major waste contributors to the
landfills should be conducted to determine the types of waste present in the fill areas?
Response: Again, nothing was discovered during the initial search for information and
further attempts will be made to ascertain if such data exists. County employees
who .x,- -d- atthe-landfills--may-be-able to provide-additionatW-enn-ation-abotit
types of waste and specific locations where particular waste were disposed.
4) Construction records of private supply wells in the vicinity of the landfill will be needed
to evaluate potential avenues of ground water degradation. The Section requests that this
information be provided in an interim report so that it can be utilized in the Phase I
activities. A March 1, 1996 due date for the interim report is necessary to allow for
review of the data and evaluation of possible beneficial modifications to the proposed
Phase I activities.
Response: The County will comply with this request and Pin -Point will immediately begin to
collect this information.
5) Please submit the private well sampling program, including the following details:
a) sampling frequency
b) constituent list and methods used
c) summary of past data and constituents tested for

6) Please include the results of any landfill cap investigations/evaluations and proposed
improvements, if any. The Section. requests that this information be provided in the
interim report.
Response: Pin -Point will begin collecting this information and will conduct investigations to
provide the necessary data.
7) Please include any available monitoring well construction and boring logs. Any other
boring logs pertaining to previous site investigations should also be included. This will
facilitate the development of the cross -sections and will enhance the understanding of the
hydrogeology of the site. This information should be very useful in determining future
monitoring well locations.
8) Page 5, Section "Old Franklin Landfill Monitor Wells Rationale (Figure 1)", first
paragraph; if the hydrogeologic environment is different than what is anticipated (i.e.
shallow bedrock), have alternate drilling plans been considered?
Response: Monitoring wells screened in the bedrock will not be installed in the first phase of
the assessment. The intent of installing nested pairs during the first phase of the
assessment is to screen the shallow well across the water table and screen the
deeper well across the partially weathered rock zone just above bedrock. If
bedrock is encountered beneath the water table at a shallower depth than is
anticipated the Project Geologist will make the decisions on vertical placement of
the screens. If significant changes to the approved plan become necessary the
Section will be consulted before implementation.
9) Page 6, section "Monitor Well Construction"; thorough cleaning of drilling equipment is
required prior to boring activities and between each boring.
Response: Pin -Point agrees.
A maximum screen length of fifteen feet is the Section policy. Deviations from this
policy must be justified to and approved by the Section prior to installation.
Based upon the depth of the proposed monitor wells the gravity method of grouting the
wells is not permissible.
Further explanation is needed on the proposed screen length on page 7, fourth paragraph.
Response: The 2.5_foot screen length was proposed to be used in areas where DNAPL (dense
non -aqueous phase liquids) are suspected. This screening technique is designed
for sampling a discrete interval just above bedrock without providing
communication with deeper zones.
All future monitoring wells should be constructed according to the standards set forth in
the N. C.A. C., Title 15A, Subchapter 2C, Section. 0100, Well Construction Standards and
the North Carolina Water Quality Monitoring Guidance Document For Solid Waste
Facilities.
10) Page 8, section "Aquifer Testing", second paragraph; slug -in tests should only be utilized
in monitoring wells where the well screen and sand pack are entirely below the water
table. If the water table falls below the top of the sand pack the volume added would
flow out of the well into the vadose zone resulting in an overestimation of the hydraulic
conductivity. For more information refer to DEM's technical policy concerning slug tests
and their revision letter dated October 6, 1995.
11) Page 9, first paragraph; what sampling equipment will be decontaminated in the field?
Disposable Teflon® bailers, referenced in the third paragraph, should come from the

manufacturer with certification that they have been laboratory cleaned. In the second
paragraph, what kind of pump will be used to purge the monitoring wells and at what
flow rates?
Response: The water level indicator will be decontaminated in the field. Disposable
Teflon® bailers which are certified laboratory cleaned will be used. A variable
speed (0 to 9 gp ) —run s& pump may he. utilizedsn_p_urging_the -monitoring
wells with high volume water. The pump will be positioned such that it is
pumping water from near the top of the water column. As the water level
fluctuates, the pump is raised or lowered to maintain its position near the top of
the water column. The pumping rate will be adjusted to be compatible with the
rate at which formation water is introduced to the well, thereby reducing the
possibility of contaminant volatilization and the increasing of turbidity in the well
space .
12) Page 10, "Evaluation and Conclusions", second paragraph; the Section recommends
cross -sections, potentiometric maps and a conceptual model of the sites be developed
based on all available data before installation of proposed monitoring wells. The above
can be a very useful tool in understanding the hydrogeology and placing monitoring wells
in the most beneficial horizontal and vertical locations at the site. Flow nets can be
developed to aid in determining if the monitor wells are intersecting flow, both horizontal
and vertical, from the landfill. All the above can be updated as additional data is
acquired. The Section requests that this information be provided in the interim report.
13) Laboratory quality assurance/quality control program; the Section requires water quality
sample analysis by a laboratory certified by the Division of Environmental Management
for groundwater analysis (15A N.C.A.C. 2H .0800). The laboratories used for water
analysis for solid waste management facilities shall be certified under the Division of
Environmental Management Certification program for the approved methods and at the
approved levels of certification. Data from laboratories that do not have the appropriate
certification or did not use specified test methods will be deemed unacceptable.
Field and laboratory personnel should be informed that unfiltered water samples are
required by the Section. Filtered samples may be collected for comparison purposes but
that is in addition to unfiltered samples.
14) Page 10; minimum frequency for sampling is twice per year.
15) The analyte lists for plume tracking and evaluation referenced in the last paragraph on
page two are negotiable. If documentation can be presented which demonstrates
alternative parameters would be more beneficial in plume delineation and evaluation the
Section will evaluate a modified plan.
16) Before the initiation of the proposed phase II it will be necessary to submit an interim
r• ?
report which discusses the findings and conclusions of phase I before approval of phase II
activities. The consultant and/or the Section may amend the phase II plan at that time.
17) Locations of the surface water sampling points need to be established and identified on
the maps in future reports. The surface water sample locations should be permanently
marked in the field to insure future samples are consistently taken from the same
locations. Surface water samples should be taken each time the monitoring well system
is sampled.
18) A Health and Safety Plan for field operations is required before plan approval can be
given. More information is required on the "Special drilling procedures and protective
gear" mentioned on page 2.
Response: A health and safety plan will be provided which will include the above requested
information.
Based on the conversation that took place during our November 22 teleconference it is
the Section's understanding that this letter serves as an amendment to the water quality
assessment plan submitted on behalf of Macon County by Pin -Point Environmental. The
modifications and additions to the plan included in this correspondence shall be considered part
of the approved phase I assessment plan. In the future two copies of progress reports and/or
additional assessment phase plans will be sufficient.

This letter serves to confirm our telephone conversation today concerning the above -
referenced Groundwater Quality Assessment Plan. It is our understanding that the North
Carolina Division of Solid Waste Management has agreed to extend the submittal deadline for
this Plan by 30 days to August 27, 1995. The County expects to make formal submittal of the
Plan prior to that date. For your information, the County has retained Pin -Point
Environmental Services, Inc. to develop the Plan.
Please be advised that the County is also planning to continue the residential well
sampling at the above -referenced landfills for the fiscal year 1995-96. The semi-annual
sampling contract will be awarded in August and includes all appendix one constituents.
Macon County appreciates your patience in this matter. If our understanding is any
different from that stated above, please let me know.

Re: Requirements For Additional Groundwater Quality Assessment At The Closed Franklin
and Highlands County Sanitary Landfills (Permits # 57-01 and 57-02).
Dear Mr. Carpenter,
Water quality data from past sampling of the ground -water detection monitoring wells
at the closed Franklin and Highlands County Sanitary Landfills indicates levels of chemical
constituents exceeding the water quality standards for various organic constituents. In order to
more clearly identify the type, degree and extent of ground -water contamination pursuant to
N.C. Administrative Code 13B additional assessment of the ground and surface water quality
will be necessary. The purpose of this letter is to present the State's overall performance
objectives and to outline the roles of the County and State in pursuing the water quality
investigations.
The County should acquire the services of a N.C. licensed professional geologist with
experience in assessment and remediation of ground water contamination and within ninety
(90) days submit a plan for each site that addresses the objectives listed below.
(a) The nature and concentration of the contamination in the ground and surface
waters.
(b) The horizontal and vertical extent of contamination ("the plume") and the
direction and rate of migration of the plume in the ground water.
(c) The source(s) of contamination detected in ground and surface water.
(d) Potential ground and surface water receptors that could be affected by migration
of the contamination.

(e) The impact of the contaminated ground water migration on nearby surface and
groundwater quality.
The professional geologist shall consult with the Solid Waste Section about the landfill
sites prior to developing the assessment plans. The assessment plans to be submitted shall
contain a detailed plan for the initial phase of this investigation and a work plan and timetable
for accomplishing the overall goals of the water quality assessments.
Both of the assessment plans must specify:
The procedures and methods proposed to determine flow direction and
rate of movement of the ground water.
2. The methods and techniques proposed for defining the horizontal and
vertical extent of the ground water contaminant plume.
3. The proposed number, location and depth of plume assessment wells.
The proposal shall include a discussion of the rationale for location and
depth of each plume assessment monitoring well.
4. A ground and surface water sampling plan prepared in accordance with
the N.C. Water Quality Monitoring Guidance Document for Solid Waste
Facilities.
5. A ground and surface water sample analysis plan that specifies
parameters to be tested for in the plume assessment wells and surface
water samples, including detectable levels and approved test methods.
Additionally, a description of chain -of -custody and the laboratory's
quality control and quality assurance procedures shall be included. In
implementing the plan, analytical results must be submitted to the
Division no later than 45-calendar days after sample collection and must
specify collection date and well numbers (with a corresponding map of
the wells).
6. Evaluation procedures, including any use of previously gathered ground-
water quality data.
7. The methods necessary to assess the impact of contaminant migration on
aquifers and nearby streams.
The Division will review the submitted plans and approve them, or request additional
information or amendment before implementation. The plans shall be implemented as
approved or a request for modification of the assessment plans must be submitted in writing to
the Division and approved by the Division. All work performed pursuant to the assessment
plans shall be performed under the supervision of a N.C. licensed professional geologist.
During the investigation the County shall submit to the Groundwater Compliance Unit of the
Solid Waste Section periodic reports summarizing work completed in the approved assessment
plans. Within sixty (60) days of satisfactory completion of all elements of the plan, Macon
County shall submit a final report for each site including any proposals for further actions.
The Division will review the reports and may request more information or amendment as it
