RE: Extension of Permit Expiration Date, Macon County Landfill,
Permit #57-01
Dear Mr. Mashburn:
This letter is in response to your request to extend the
expiration date of the permit for the referenced facility.
The Solid Waste Section hereby grants an extension of the permit
expiration date to April 30, 1992.
Macon County is to be commended for its progressive approach and
commitment to the management of solid waste in the county.

Dear Mr. Coffey. -
As you are aware Macon County has completed construction on a
new lined landfill. Upon completion of the leachate treatment
facility in a few days, the landfall will be ready ,,to operate.
Though the new landfill will be ready ;in a few weeks, Macon
County requests permission to continue the existing landfill A
(Permit #57-01) `until April 30, 1992. The existing landfill
has not yet filled to the optimum elevation for close out. By 11
extending operations until April 36, the appropriate elevation
should be reached.: The new landfill will open May 1, 1392.

RE: Notification Of Semi-annual Sampling Dates For Landfills
Dear Mr. Ledford,
This past January a letter was mailed to all landfill owner/
operators informing them that the Solid Waste Section will be
requiring semi-annual ground and surface water monitoring beginning
January 1, 1993. ..All landfill owner/operators were requested to
notify the Section prior to July 1, 1992, of the months they will be
performing each of their semi-annual sampling episodes for the 1993
calendar year._ Please note details in the letter of January 10, 1992
that is enclosed with this letter.
As of this -date the Solid Waste Section has no record of the
proposed sampling dates for next year for your facility. Please
notify the Solid Waste Section in writing immediately of the two
months you have.chosen for sampling this coming year. A response
should be received in our office by October 15, 1992.
If you have any questions regarding this request or the water
quality monitoring program required at sanitary landfills in North
Carolina, please contact the Solid Waste Section at (919) 733-0692.

Landfill, (Permit #57-01).

The Solid Waste Management Division has received a request for
characterization of the subject waste. Based upon the submitted
information, the waste appears to be non -hazardous. The Solid Waste
Management Division has no objection to the sanitary landfill
disposal of this waste, if in accordance with the conditions listed
below:
1. The owner/operator of the landfill approves the disposal.
2. The waste contains no -free liquids.
3. The waste shall be land applied in an area of the landfill
which has received two feet of earthen cover or in a virgin
area.
4. The waste shall be applied in a thin layer not to exceed
six inches in depth.
5. Surface water shall be diverted from the area of
application.
6. The area shall be seeded to control erosion if necessary.
7. Approval for sanitary landfill disposal is explicitly
limited to a "one-time" basis. Further approval by this
office will require submittal of a new Waste Determination
form, and (if applicable), new analytical data.

Franklin (Permit #57-01) and Highlands (Permit #57-02)

Inspections were conducted at the Macon County Landfill site in Highlands on November
8, 1991, and in Franklin on February 10, 1992, to verify that scales to weigh solid waste
received at these facilities had been installed and were operational. Both of the landfills had
installed scales and were weighing solid waste received at the time of the inspection.
