Inspections were made at the Macon County Landfill at Franklin on July 10
and October 15, 1984. This letter is to notify you that the following
violation of the N. C. SOLID WASTE MANAGEMENT RULES was recorded on these
two consecutive inspections:
One foot intermediate cover required.
Necessary measures should be taken to see that the exposed refuse is covered
as soon as possible.
The landfill will be reinspected on or about November 27, 1984 for compliance
with this and other applicable SOLID WASTE MANAGEMENT' RULES. Any violations
are subject to administrative action pursuant to G.S. 130-166.21E.

RE: Disposal of oil contaminated soil from a Nantahala Power
Company Spill
Dear Mr. Simpson:
In accordance with 10 NCAC LOG .0205 Variances, the Solid and
Hazardous Waste Management Branch approved the temporary storage
and final disposal of oil contaminated soil in the Macon County
Sanitary Landfill Permit #57-01 under the following conditions
and comments:
1. Nantahala Power Company through Mr. Marvin Cable verbally
certified to the Solid and Hazardous Waste Management Branch
that the oil consisted of mineral spirits and contained no
detectable level of PCB.
2. Procedures for management of the oil contaminated soil include:
A. The oil contaminated soil shall not contain any free
liquids when offered for transportation and delivery
to the landfill. If the soil is not sufficient for
adsorption, sawdust may be utilized to meet this condition.
B. Temporary storage of the contaminated soil on the landfill
until all light molecular weight fraction have evaporated,
storage is to be at least 7 days.
C. After evaporation, the soil may be land applied over the
vegetated surface of the landfill, blended with the final
2 feet of cover material or utilized to stabilize the
landfill access road.
D. Under no condition shall the contaminated soil be mixed
and disposed of with routine solid waste.
E. A field inspection will be made by Solid and Hazardous
Waste Management personnel to ensure compliance with
these procedures.
