N.C. 28711 August 16, 1979 Subject: Issuance of Permit for Avery County Landfill Deficiencies of Avery County Landfill: 1. Operational Plans Approved 2. Six Inches Daily Cover 3. Access Controls 4. Evidence of Leaching 5. Operational Signs Comments: HUGH H. TILSON. M.D. This Landfill is almost filled to capacity. I have met with Robert Wiseman (Avery County Manager) on several occasions in order to discuss and begin looking for a new landfill site. To date no site has been found which is acceptable for prelim- inary borings. In the past, this County's landfill has been located in two mine pits. The first of these holes is completely filled to capacity and is currently being covered with two feet of soil and undergoing closure proceedings. The second hole is currently being landfilled. It is being operated on a day-to-day basis without adequate plans. This hole was landfilled to some degree several years ago and was left incomplete in order to fill the completed hole. Because of this, moving to another hole, there is now an area which can be landfilled for a short time. It should be noted that all cover material must be transported daily and surface drainage is diverted in two directions. In other words, the area being landfilled is difficult to operate. S Memorandum Avery County Landfill August 16, 1979 Page 2 ------------------------- Recommendations: This county should not be permitted without operational plans on the existing landfill area. I have informed Robert Wiseman that the County is in violation of Solid Waste Regulations and that every possible effort must be made to locate a new landfill site. I am currently waiting to hear from him regarding possible sites. I will be drafting Mr. Wiseman a letter regarding the landfill situation within the next few days. I would prefer to hold this letter until Mr. Wiseman and I have met once more in order to see what success he has had searching for possible sites. At best we are looking at six months before a new site could be approved, consequently with winter approaching the Avery County Landfill will most likely remain at its present location for six to nine months.
