The Site consists of one parcel (Mecklenburg County Parcel Identification No. 16907609) totaling approximately 1.67 acres of land located in a primarily industrial and commercial area of lower South End Charlotte. A Site location map is included as Figure 1, and a Site map is included as Figure 2. Redevelopment plans include demolition of the existing Site buildings and leveling the Site for construction of multiple residential townhome buildings. Redevelopment plans also include construction of new paved access roads and parking areas, and landscaped areas. A copy of the redevelopment Site Plan prepared by Bohler Engineering NC, PLLC is provided in Appendix A. The DEQ-approved EMP indicates that a report of environmental-related activities will be prepared for submittal to the DEQ Brownfields Program each year for as long as physical redevelopment of the Brownfields property continues. This report has been prepared in accordance with redevelopment reporting requirements outlined in the DEQ-approved EMP. A summary of environmental-related activities associated with redevelopment of the Brownfields property is provided in the following sections. 2.0 Environmental Related Redevelopment Activities During 2021 redevelopment, the former on-Site buildings were demolished, erosion control measures were installed, and excess soil and debris generated during excavation activities was exported off-Site to the Republic Services Subtitle D Landfill located in Concord, North Carolina (Republic Services). In addition, subcontractors for the PD imported geotechnically suitable fill material from a pre-approved borrow source to reach final grade elevations. The sections below include brief summaries of activities associated with debris removal in the western portion of the Site and soil management activities. 2.1 Export Soil and Debris In December 2021, during initial grubbing and grading activities associated with redevelopment, approximately 6,555 tons of excess geotechnically unsuitable soil was generated that could not be re-used as part of construction activities due to high organic content. In accordance with the DEQ-approved EMP, the excess soils were transported to the Republic Services landfill located in Concord, North Carolina. Copies of the disposal manifests from Republic Services are provided in Appendix B. The debris consisted of tires, bricks, ceramic tiles, fence posts, and other scrap wood and woody debris. The approximate extent of the excavation area is shown in Figure 2. In accordance with the DEQ-approved EMP, the soil and debris mix were transported to Republic Services landfill located in Concord, North Carolina. Copies of the disposal manifests from Republic Services are provided in Appendix B. 2.3 Import Fill In order to achieve final grade elevations following grubbing and excavation of debris, approximately 2,200 cubic yards of imported fill was obtained from the Martin Marietta Quarry located on Beatties Ford Road in Charlotte. In accordance with the DEQ-approved EMP, sampling of imported fill from the Martin Marietta Quarry was not required, as adequate analytical data is available in the DEQ Brownfields database to demonstrate material from this facility is suitable as structural fill at a Brownfields property. An import log provided by Kevin Richardson Grading documenting daily import totals is provided as Appendix C. 3.0 Summary In summary, redevelopment activities at the Blythe Isenhour Brownfields property are ongoing and are being conducted in accordance with the DEQ-approved EMP. In addition, a Vapor Intrusion Mitigation Plan (VIMP) has been prepared for the Site and was submitted to the DEQ Brownfields Program for review and approval in November 2021. Upon completion of construction activities and installation of impervious surfaces in exterior areas surrounding the new building, H&H will observe the Site for unpaved areas. Based on observations, H&H will prepare a Work Plan outlining a proposed final grade soil sampling approach for the DEQ Brownfields Program review and approval. In addition following completion of the vapor intrusion mitigation system (VIMS) installation activities and placement of the concrete slabs, H&H will prepare a VIMS Installation Completion Report.
