HomeMy WebLinkAbout2019.05.20_CCO.p12.e_RemedialOptionsPlanCoverLetter The Chemours Company Fayetteville Works 22828 NC Highway 87 W Fayetteville, NC 28306 May 20, 2019 Sheila Holman Assistant Secretary for the Environment 1601 Mail Service Center Raleigh, NC 27699-1601 sheila.holman@ncdenr.gov Re: Submission of Old Outfall 002 Remedial Options Plan Pursuant to Consent Order Paragraph 12.e Dear Ms. Holman, Paragraph 12.e of the Consent Order requires Chemours to submit a plan within ninety days of entry of the Consent Order that analyzes the following remedial options for Old Outfall 002: (1) capturing the dry weather flow at Location B (as shown in Attachment A of the Consent Order) and treating the water prior to discharge; and (2) an alternative equivalent remediation method. The enclosed Old Outfall 002 Remedial Options Plan, prepared by our contractor Parsons, presents this analysis, as required under the Consent Order. Three options are presented in the enclosed Plan: (1) capturing and treating the dry weather flow at Location B; (2) installing an in-situ barrier using Regenesis PlumeStop™; or (3) installing a hydraulic control (groundwater extraction and treatment) system upgradient of the channel. All three options appear to be technically and administratively feasible (assuming that all necessary approvals and permits are received in a timely fashion). Capturing and treating the water at Location B is anticipated to be effective at removing PFAS constituents. Additional studies are being conducted to estimate the effectiveness and the time required to reach the remedial goals for the two alternative options.
