The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
On January 19, 2021, Chuck Kirchner met with Mike Spencer and Ron Taylor to conduct a comprehensive inspection of the City of High Point, Ingleside - Large Type 1 Solid Waste Compost Facility on Ingleside Drive in High Point, Guilford County.
1. The facility is a Large Type 1 Solid Waste Compost (SWC) Facility. 2. The facility produces: compost from leaves and grass clippings, leaf mulch, and wood mulch material. 3. The facility is permitted to create engineered soil. Incinerator ash from the City of High Point East Side Wastewater Treatment Plant (WWTP) is approved for use in the engineered soil mix. 4. The facility did not receive incinerator ash during the last year. 5. The facility is in operation Monday through Friday 8:00 am to 4:00 pm and Saturday 9:00 am to 1:00 pm. Facility may expand operational hours in the spring. Permit modification is not required to expand hours.
6. The facility permit, site plan, and operations plan were discussed. 7. The facility receives yard waste from the City of High Point collection operations and from businesses and residents. 8. The City of High Point collects leaves annually from about November through January. 9. Material is generally received from Guilford County. 10. The compost and mulch produced is sold to the public, landscape companies, builders, etc. and used for
City projects. 11. The center laydown area still has some old asphalt paving. The City of High Point is still planning on repaving the rear half of this area in the near future.
12. The front portion of the facility is used to store screened compost, mulch, leaf mulch, and engineered soil. 13. Mulch is ground and put into windrows near the scale house on the north side of the facility. Leaf material is staged south of the compost windrows. Leaf material is currently ground and added into the
compost mix. The middle portion of the facility is used to grind leaves and mulch, and screen compost. It is also used for yard waste storage and active composting and curing. 14. Compost windrows appeared to be properly sized. All windrows shall be approximately twelve feet wide at the base and six feet in height. Windrows shall be separated by a twenty-five foot fire lane. 15. Active compost windrows are maintained for ~ 5 months and cured for an additional 1 – 3 months. 16. Grass clippings are generally received at the facility from March through October. 17. The facility maintains windrow temperature records. Mr. Taylor stated that temperatures are typically taken on each windrow on Tuesday, Wednesday and Thursday of each week. 18. Temperatures of the windrows are taken from the center of the compost pile every fifty to sixty feet. 19. Temperature records were observed for July 1, 2020 through January 10, 2022. 20. All windrow records observed recorded three consecutive days of temperatures above 131℉.
21. The facility maintains two temperature probes used for windrow temperature readings.
22. Thermometer calibration records observed this inspection. Thermometers calibrated on January 13, 2021 and September 21, 2021. Temperature adjustments were recorded on the calibration records as previously discussed.
23. Routine waste screenings of the received wastes are conducted at the scale house and where vegetative material is dropped off.
24. The facility maintains records of the quantity, type, and source of material received for processing. The amount of material received from January 1, 2021 through December 31, 2021 is 18,954.08 tons.
25. The facility maintains records of the quantity and type of material sold or removed. The amount of material sold or removed from January 1, 2021 through December 31, 2021 is 16,595.94 tons. 26. Mr. Spencer stated that there is currently approximately 3,019.87 tons of material on site.

27. When incinerator ash is received again the facility shall continue to obtain analysis test results from the WWTP.
28. The facility annual report (FAR) dated July 1, 2021 was received by the Section. Material received for July 2020 through June 2021 is 19,138.14 tons. The amount of compost, mulch, and topsoil created is 18,408.92 tons, the amount sold is 17,104.34 tons, the amount stockpiled is 1,304.58 tons, and the amount used
internally/not marketed is 2,892.80 tons.
29. The facility operates under NPDES permit # NCG240000 which expires September 30, 2022.
30. The facility does not use odor control spray or fly spray.
31. There were no odors detected at the facility. 32. The facility appeared to be graded appropriately to ensure positive stormwater drainage. Continue to grade as needed to ensure positive drainage away from the windrow material.
33. The facility has two tub grinders and two screeners. Mr. Taylor stated significant repairs had recently been made to the tub grinder toward the rear of the facility.
34. The following personnel have completed compost training: a. Michael Spencer, Certificate of Completion of the Composting Council course dated September 12-16, 2016. b. Ron Taylor, Certificate of Completion of the 40 Hour Compost Operations Training Course dated September 13-17, 2021.
35. Mr. Taylor stated that training for facility staff including review of the operations plan is conducted regularly but had not been documented.
36. Annual facility staff training, including review of the operations plan and permit documents shall be performed by the permit holder and documentation of training is required.
37. The City of High Point Fire Department can be contacted to address an emergency at the facility.
38. The facility is secured by a metal gate with lock. Personnel are on site during operating hours. 39. Access roads are of all-weather construction. 40. The facility has proper signage.
41. The facility is also a conditionally approved temporary disaster debris staging site (TDDSS, DS41-001). Disaster debris shall be managed within the parameters of the facility permit.
