Dear Ms. Holman,
Chemours is pleased to submit the enclosed fourth quarterly progress report, as required
under paragraph 28 of the Consent Order entered by the Superior Court for Bladen County on
February 25, 2019. This quarterly progress report details the work and activities undertaken and
completed pursuant to the Consent Order for the period from October 1, 2019 to December 31,
2019.
Our comprehensive work to implement the projects set forth in the Consent Order
continues on schedule. Significant actions undertaken during this reporting period include:
· Chemours successfully completed installation and startup of its new thermal oxidizer
facility on December 27, 2019. The thermal oxidizer facility represents a $100 million
investment by Chemours in emissions control technology, and positions the Fayetteville
plant as a best-in-class manufacturing facility for air emission control. Construction was
mechanically complete in November, and after routine commissioning activities and tests
for the facility, the thermal oxidizer became fully operational on December 27.
Chemours switched to the permitted operating scenario for the thermal oxidizer on
December 31. Within 90 days of installation, Chemours and the North Carolina Division
of Air Quality will conduct testing to confirm that the thermal oxidizer is destroying
99.99% of all PFAS air emissions routed to it.
· Chemours continued to test its interim air controls, which have worked to meet the
requirements of the Consent Order, including achieving a 92% reduction in air emissions
of GenX Compounds for 2019 from 2017 levels.
· All of Chemours’s process wastewater continues to be captured and safely disposed of
off-site.
· Significant work continues to reduce the remaining PFAS loadings from surface water
and groundwater to the Cape Fear River. The remaining areas of PFAS contamination at

the Site, and associated discharges therefrom, are almost entirely the legacy of prior
operations, mostly by Chemours’s predecessor, DuPont. On November 4, 2019,
Chemours submitted a Supplemental Information Report for its August 26 Cape Fear
River PFAS Loading Reduction Plan, providing supplemental information to support the
evaluation of remedial options to reduce loadings from this legacy PFAS contamination.
On December 31, 2019, Chemours submitted the Corrective Action Plan (CAP), which
describes proposed remediation activities to address legacy PFAS in groundwater and
surface waters at the Site, in accordance with the requirements of the Consent Order and
the North Carolina 2L Rules. The CAP proposes a robust set of nine corrective actions
and two interim actions that will further reduce PFAS loadings, including interim and
permanent actions that will address at least 95% of the loadings from the groundwater
seeps and at least 99% of the loadings from the Old Outfall 002 channel, which are the
two most significant contributors of ongoing loadings of PFAS to surface waters.
· Chemours continues to conduct extensive testing and provide replacement drinking water
supplies to qualifying residences and other private well users. Nearly 1500 residences are
receiving bottled water, and whole building and under sink filtration systems are
continuing to be installed.
We are focused and intent on ensuring that the Consent Order implementation continues
to proceed in the same manner.
