Dear Ms. Holman,
Chemours is pleased to submit the enclosed second quarterly progress report, as required
under paragraph 28 of the Consent Order entered by the Superior Court for Bladen County on
February 25, 2019. This quarterly progress report details the work and activities undertaken and
completed pursuant to the Consent Order for the period from April 1, 2019 to June 30, 2019.
Our comprehensive work to implement the projects set forth in the Consent Order
continues on schedule. Our project teams, both at Chemours and our consultants, have been
working tremendously hard, and Chemours management remains highly committed to full and
timely compliance with all aspects of the Consent Order.
Significant actions undertaken during this reporting period include:
• Construction of the thermal oxidizer, which will capture and destroy over 99.99% of
PFAS air emissions, continues, with scheduled completion and operation by the end of
this year.
• Installation of the Vinyl Ethers South carbon adsorber unit (shown in the attached
photograph), for further control of process as well as indoor air emissions from that
facility, was completed in June. This project was not required by the Consent Order but
was undertaken by Chemours to achieve additional emissions reductions before the
thermal oxidizer is operational.
• Chemours continued to test its interim air controls, which are working to meet the
requirements of the Consent Order, including achieving a 92% reduction in air emissions
of GenX Compounds for 2019 from 2017 levels.
• All of Chemours’ process wastewater continues to be captured and safely disposed of off-
site.
• Significant work continues to reduce the remaining PFAS loadings from surface water
and groundwater to the Cape Fear River. In particular, Chemours has undertaken
substantial efforts with respect to Old Outfall 002, including the commencement of pilot
studies for multiple treatment options.
• Chemours continues to conduct extensive testing and provide replacement drinking water
supplies to qualifying residences and other private well users. Over 700 residences are

receiving bottled water, and whole building and under sink filtration systems are being
installed.
• Multiple other studies required by the Consent Order continue to proceed on schedule.
We are focused and intent on ensuring that the Consent Order implementation continues
to proceed in the same manner.
