Re: Proposed Corrective Action Plan at the N.C.D.O.T. Facility Near Rosman, N.C.
Dear Mr. Hite,
Thank you for calling and giving me your perspective on the proposed corrective action plan and
the possible implications at the Rosman North Carolina Department of Transportation (NCDOT)
facility. This letter serves to summarize some of the Division of Waste Management's (DWM)
concerns if the proposed corrective action plan is implemented as is.
If the proposed plan submitted by S&ME, dated September 1996, is implemented to correct the
chloride contamination at the NCDOT, Rosman facility, the DWM believes it may potentially
cause a greater groundwater contamination problem by enlarging (vertically and horizontally) the
plume of contamination detected on the Transylvania County landfill property. The constituents
detected at the landfill property consist primarily of volatile organic compounds (VOCs). These
compounds may pose a risk to the public health if ingested at certain concentrations over a period
of time.
If contaminants from the landfill are detected outside the landfill property boundaries, Solid
Waste Management rules presently require cleanup to meet or exceed the State's 2L Groundwater
Standards. If contaminants from the landfill are pulled offsite, cleanup of these contaminants
would likely exceed the cost of the chloride corrective action plan. One question which would
then arise is who would be the party or parties liable for the corrective action(s) necessary for
cleanup. There may be less cost in providing a public water supply line to the affected area
compared to the cost of the chloride cleanup on the NCDOT property and possible enlargement
and subsequent cleanup of the V'OC plume from the landfill. The DWM believes more
discussion should take place on these issues before activation of the proposed corrective action
plan.

Re: Exceedances of Ground Water Standards At The Closed Transylvania County Landfill
Near Rosman (Permit #88-03).
Dear Mr. Sagar,
As was indicated in the February 26 meeting with representatives and their consultants
from N. C. Department of Transportation (N.C.D.O.T.), N.C. Department of Environment,
Health and Natural Resources - Divisions of Water Quality and Waste Management, and
Transylvania County, it has become necessary to conduct a water quality assessment at the
closed Transylvania County Landfill facility located near Rosman. The need for the water
quality assessment is primarily for three reasons: 1) to ascertain the present extent of the
contamination before the corrective action on the chloride plume begins at the adjacent
N.C.D.O.T. facility and 2) to define the groundwater flow regime at the landfill facility before
the N.C.D.O.T. corrective action plan is implemented and most importantly 3) investigate the
potential risk the contaminants pose to the public health and the environment.
As you know, water quality data from past sampling of the ground water detection
monitoring wells at the County's Landfill facility indicates levels of chemical constituents
exceeding water quality standards. The monitoring wells in which exceedances have been
confirmed are located at or near the facility property boundaries. Pursuant to N.C.
Administrative Code 13B assessment/remediative measures are required.
The County should acquire the services of a N.C. licensed professional geologist with
experience in assessment and remediation of ground water contamination and submit a plan that
addresses the objectives the County believes will address the ground water exceedances. The
professional geologist shall consult with the Solid Waste Section (Section) about the landfill
site prior to developing the plan. The Section will review the submitted plan, approve it, or
request more information or amendments before implementation. The plan shall then be
implemented as approved. Requests for modification of the assessment plan must be submitted
in writing to the Section and approved by the Section.

The Division of Waste Management, Solid Waste Section recommends this issue be
addressed immediately because of the compressed time schedule of the N.C.D.O.T. corrective
action plan. Data collected from the County's landfill facility prior to the implementation of
N.C.D.O.T.'s corrective action plan may prove to be the most valuable.
