time they conduct official evaluations. The form shall be signed by

Re: Water Quality Assessment at the Transylvania. County Landfill, Calvert
Facility (Permit #88-03).
Dear Mr. Sagar,
The Solid Waste Section (Section) has reviewed the closed Calvert Landfill water
quality assessment report, dated November 1999 and submitted on behalf of
Transylvania County by Joyce Engineering. The following comments were
generated during the review of the report.
1) I recently contacted Mr. Eric Motzno of N.C.D.O.T. to inquire about the
status of the chloride remediation system and ongoing data collection at the
adjacent N.C.D.O.T. maintenance facility. I forwarded his response to Joyce
Engineering for their information. He said data was available upon request for
the County's evaluation. The Section still has concerns about the effects the
remediation system may have on groundwater flow in the area, particularly
enhanced contaminant movement from the landfill. Please evaluate the available
data from N.C.D.O.T. to determine, if possible, the effect it is having on
groundwater flow and contaminant movement in the area of the landfill. Please
make recommendations if additional data is needed to make this determination.
2) The Section has been informed that progress has been made but the parcel of
property south of the landfill has not been acquired by the County. Mite
contamination in this direction has been documented for some time. Please
inform the Section in writing of the County's progress and the anticipated
acquisition date of this property.
3) Please submit a plan to assess and delineate landfill gas migration at the site.
The plan should also include a regular schedule for monitoring gas probes and
buildings near the facility.
4) Continue semiannual sampling of all existing assessment wells at the facility
for VOCs and the 8 RCRA metals. Add the private water supply well that is
located approximately 150 feet west of the landfill to the semi-annual monitoring
program.
Please address the above comments and include a schedule for the
implementation of the field activities and report submittal within 60 days. If you
