SUBJECT: Closure Inspections at Transylvania County Sanitary
Landfill - Permit Number 88-03
Closure inspections were conducted at the Transylvania County
Landfill (Permit No. 88-03) located in Calvert Community near
Rosman NC on August 20, 1992, February 18, 1993 and September 22,
1993. The inspections verified that the landfill closure was in
compliance with the closure conditions set forth in 15A NCAC
13B.0510; specifically, two feet of final cover is in place, the
landfill area is properly graded, and vegetative cover has been
established. I am attaching a plat indicating the location of the
soil borings at this site.
A small amount of leachate is being discharged at the toe of
the landfill dike. The leachate is generated from a spring piped
from beneath the landfill. Transylvania County is to continue
monitoring the discharge area during their post closure sampling
events.
Also included with this memo is information concerning soil
permeabilities of final soil cover material as provided by
Municipal Engineering Services Co.
Please advise if further information or action is necessary
relevant to closure of this landfill unit.

Ruse: G.S. 130A-294 requires that an evaluation program be established for the
operation of solid waste management facilities on a statewide basis. The
Solid Waste Management Act and Solid Waste Management Rules codified at
15A NCAC 1.3H list requirements which rust be followed by solid waste
facilities.
Instructions: Solid Waste Section personnel shall ctnplete the evaluation form each
time they conduct official evaluations. The form shall be signed by
the person(s) receiving the report.
