The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS:
01 - Facility has locking gate for security. There has been a homestead built inside the gated area. Owner works for Mr. Jones.
02 - Roads are made of all-weather materials and are maintained in good condition. 03 - Signage has been updated. 04 - Mr. Jones was notified of this inspection when John College arrived on-site.
05 - It appears that all waste was inside of the landfill footprint. 06 - Some materials appear not to have been covered within the required time noted on the 0.566 (4) rule. 07 - Ground concrete product looks good and is being used.
08 - This facility is not open to the public. 09 - Side slopes are looking good for the most part. South Corner not quite there. Remember that a 3:1 side slope is required.
10 - Mr. Jones is preparing this LCID for closure instead of getting a permit. 11 - There were several non-conforming waste piles/items found and have been discussed with Mr. Jones over the phone. Photos added to this report.
12 - Overall, things appear to be on schedule for closure before the deadline to be permitted. Please contact me if you have any questions or concerns regarding this inspection report.
