PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection
STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS: 01 – This New YWN is located on property owned by The City of Wilson. 02 – The property is recorded in Deed Book 2658, Page 872 in The Wilson County, North Carolina Register of Deeds Office.
03 – This YWN will be working in conjunction with YWN-98-005 as a temporary holding site. One windrow of mature compost is already being stored onsite inside of the Edge of Waste markers. 04 – Edge of waste marker have been established and installed. 05 – The main entrance dirt road was already established. Crushed concrete has been placed on top of the dirt road. Looks good. 06 – Grading work has been done at the actual YWN location to divert surface water from to storage area. Ponded water in a few areas that will need to be graded again to divert surface water from storage areas. 07 – This is a large tract of land that in the future may become a Permitted Type 1 Composting Facility. 08 – The site may also house a Temporary Disaster Debris Site for use during declared emergencies. 09 – Setbacks should not present any issues with the future plans for this location. 10 – The site is secured by fencing and locking gates. 11 – Signage has been added.
