ADDITIONAL COMMENTS
1. The purpose of this inspection was to conduct a comprehensive inspection of the transfer station and witness an evening shut down of the station. Section staff stayed until approximately 5:30 pm, until facility closed around
5:00 pm and then inspected site conditions on how it would be left over night. There were no trailers of waste left onsite, except partially full inside covered loading bay, and two empty trailers waiting for waste the next morning.
Tipping floor as left after closing. 2. Yard waste/mulching area is YWN-77-001 and is associated with the Transfer Station LOS permit as well.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

3. The facility is permitted to receive solid waste generated within Richmond County. Waste is transferred to Uwharrie Environmental Regional MSW Landfill for disposal. Site has fence and gate with signage but needs some updating. Hazardous and liquid wastes should be mentioned as not acceptable and Republic Services as the operator. Some signage may have been further into the facility but also is required for it to be at the entrance. Mr. Leggett explained this signage is at station inside facility. This information doesn’t necessarily need to be on the main signage but just stating what information, described in the permit condition, should be at the entrance.
Permit Attachment 3, Part 1, (5) - Signs must be posted at the entrance showing the name of the operator of the site, emergency contact information, the operating hours of the site, the permit number of the current permit authorizing operations at the site, the types of waste that can be accepted under the permit, and that hazardous waste and liquid waste cannot be accepted at the site. The signs shall be constructed of a durable, weather-resistant material and shall be clear and legible to the public. Traffic signs or markers must be provided as necessary to promote an orderly traffic pattern to and from the discharge area and to maintain efficient operating conditions.
4. Records reviewed included: Operations plan; Newest permit; Previous inspections, 2021 Assessment report, 2021 YWN renewal; FARs 2021; Scrap tire, electronics and used cooking oil receipts; Waste screening records were done by Uwharrie; HHW receipts from an event on 4/10/21 and EcoFlow receipts for HW waste and
NCDA for pesticides; Facility wash down records for 2021; Transfer Station 2021 Assessment Report; Map of site; YW volumes; Compost temperatures and map; Electronics Management Fund Application/info; Monthly volumes report for Transfer Station; Sampling report from Environmental 1 INC.; Station certificates for certified operators.

5. Staff certifications – Transfer Station Operations Specialist Chrissy Smith-Hudson expires November 24, 2024; Jerry Austin expires November 29, 2024; Bryan Legget expires December 7, 2023; Clayton Smith expires
November 3, 2022; Randy Smith expires February 3, 2025; Jerry Davis expires February 27, 2021; Billy Beaman Jr. expires February 26, 2022; Lexy Thompson expires November 13, 2022; Roger Hurley expires October 7, 2023; Ethan Thomas expires March 9, 2024; Site has many certified operators, just be mindful of whom needs a recertification/renewal training and be sure a certified person is onsite whenever site is open and operating. One has expired and other is about to expire.

6. Operations were halted temporarily so the tipping floor could be inspected. Floor was in good condition, as well as the walls.
Tipping floor 7. Staff walked around area behind push walls, was clean and orderly. Fire extinguishers were available and water hose. One was inspected in late 2021. Good job.

8. Area around truck bay was clean and well maintained. Trash can for windblown and netting to minimize its spread. Can needs a lid to prevent leachate collection. Good job.

10. Leachate collection tank area was slightly overgrown which made it difficult to collect all the windblown comingled in the vegetation. Please address.
Trash in vegetation and older netting in disrepair. 11. An HHW event was held on 4/10/2021. Documents were reviewed on waste removed by Eco Flow and NCDA removed the pesticides.

12. Between Transfer Station and main office, there is a convenience site which has tire collection containers, cardboard collection and white goods/electronics pick up. Scrap tires removed approximately every three to four days. Electronics should have some cover over them so that rain water doesn’t comingle with the waste that can become leachate. White goods should be kept upright until CFCs have been removed.

White goods, electronics (Convenience site cont’d). 13. A new Temporary Disaster Debris Site (TDDS) site was close to being finalized last year. Mr. Leggett is still
awaiting the Sections requested documents for crossing over the railroad structure/gas line and property during the event of an emergency and the site becomes activated to receive waste. Please continue to follow up and get the requested information and submit ASAP.

14. Corrective measures are necessary as result of this inspection. Failure to meet the conditions for compliance may result in Compliance Actions. A follow up inspection will be conducted in about 30 days from receipt of this inspection to ensure corrective actions have been completed.
