The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The facility is fenced and is secured by a locking gate when it is not open for operation.
2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact
information as well as materials accepted at the facility.
3. The facility accepts waste Monday through Saturday from 7:30 am until 4:30 pm, with the exception of Wednesday
7:30 am until 12:00 pm.
4. The hole that was previously identified along the top of the western push wall had been repaired with metal sheeting.

5. The transfer station walls were covered with dirt and grime and are in need of cleaning. As per 15A NCAC 13B
.0405 (11), the transfer station building shall be cleaned with a pressure washer no less than twice per year.
Ensure that the transfer station is cleaned no less than twice per year.
6. Yard trash was observed in the western push wall leachate drain and along the western push wall. The yard trash
had been pushed into the transfer trailer. As per the May 8, 2019 Permit, yar trash are banned from disposal.
The yard trash MUST be removed from the waste stream and placed within the LCID. Ensure that waste
screenings are being conducted and that unacceptable wastes are removed from the waste stream. Waste
screenings must be documented and maintained for review.
7. Waste was observed along the top of the push wall. The waste must be removed from the top of the push wall
at the end of each business day.
8. At the time of this inspection, windblown waste was observed outside of the transfer station building, within the
trailer loading area, and within the trailer staging area. All of the windblown waste must be collected and
returned to the transfer station prior to close of business daily.
9. During this inspection, several large areas of cracks and holes were observed in the tipping floor. Some of the
concrete has come loose and been removed during daily operations. The holes in the concrete did not go all the way
through the tipping floor. During a phone call with Mr. Chad Beane, Harnett County Solid Waste Director, after the
inspection, Mr. Beane stated that he was budgeting to replace the tipping floor during the next year. Monitor the
tipping floor daily to ensure that the holes do not grow in size and that leachate is not coming in contact with
the soils below the tipping floor. Modification of where waste is placed on the tipping floor may be required
to avoid the damaged areas. The sampling of soils beneath the tipping floor may be required to determine if
leachate has come in contact with the soils.
10. During this inspection, one trailer was found to be dripping leachate from the trailer gate. No leachate was leaving
the pavement area. Mr. Holland had a trough placed underneath the leak to collect the leachate. The trucking
company also utilized chains and bars to tighten the seal of the trailer. Once the seal was tightened, no leachate was
observed leaking from the trailer. Mr. Holland told the trucking company that the trailer would need to be repaired.
Ensure that the trailers are frequently inspected to identify potential points for leakage. Trailers may also be
parked in a manner to reduce the potential for leakage from the gate of the trailer.
11. During this inspection, numerous televisions within the electronics recycling area were stored face down and some
glass was broken. The electronic goods should be stored upright to prevent glass breakage and under cover
to protect the recycling value.
12. The white goods were stored upright on the concrete. The metal recycling pile was of manageable size.
13. Digital photos were taken during the inspection.
