SECTION 1 - BACKGROUND 1.1 SITE DESCRIPTION The Marshall Steam Station (Station) is located on the northern part of Lake Norman in Catawba County, North Carolina. The facility address is 8320 East NC-150 in Terrell, North Carolina. The Station is owned and operated by Duke Energy Carolinas, LLC (Duke Energy) and generates electricity by combustion of coal. The Station was permitted to operate multiple disposal areas including the Flue Gas Desulfurization (FGD) Residue Landfill (Closed) (the landfill) under North Carolina Department of Environmental Quality (NCDEQ) Solid Waste Permit No. 1809. The landfill is located entirely on Duke Energy property, northwest of the Marshall Station and to the west of the Marshall Ash Basin. The landfill is located to the east of a north -south trending railroad line. Located to the west of this railroad line is Sherrill's Ford Road, which also runs north -south. Located between the landfill footprint and the railroad line is a surface water drainage feature. This feature drains to the south, to an intermittent stream that drains to Lake Norman. Lake Norman and associated streams are classified as WS-IV surface waters per NC 15A NCAC Subchapter 2B. Precipitation runoff from the landfill drains primarily to the east toward the Marshall Ash Basin with some runoff on the western side of the landfill draining to the west and south toward the surface water feature. The location of the landfill in relation to the Marshall Steam Station is shown on Figure 1. The FGD Residue Landfill consists of a single cell referred to as Cell 1. Cell 1 has a footprint of approximately 18 acres. A Construction Plan Application was approved by NCDEQ Solid Waste Section on January 14, 2005. Construction of Cell 1 was completed in 2006. The landfill was constructed with a leachate collection and removal system (LCRS) and an engineered liner system to prevent impacts to groundwater. A Permit to Operate was issued on November 21, 2006. The FGD Residue Landfill began receiving waste in 2007 and stopped accepting waste in October 2015. Closure activities began in July 2018 and were completed in March 2019. An engineered cover system was installed on the landfill to reduce infiltration. The Construction Quality Assurance document was submitted to the state on April 1, 2019 and the Closure Permit was received on June 30, 2020. 1.2 HYDROLOGIC SETTING The Station is in the King's Mountain Belt of North Carolina's Piedmont Physiographic Province where the bedrock is made up of schist, gneiss, diorite, and granite. Soil overlying the bedrock, i.e. residuum over saprolite, has formed from in -place weathering of the bedrock. The shallow aquifer is unconfined and found within the residuum and saprolite. Generally, increased recharge occurs in areas of higher topography while discharge occurs in areas of lower topography into various surface water bodies such as Lake Norman and its tributaries. The landfill and surrounding topographic and physiographic features are shown on Figure 2. The groundwater flow in the region near the FGD Residue Landfill is in the eastern to southeastern direction, generally from the landfill towards the ash basin. 1.3 MONITORING PROGRAM As described in the Water Quality Monitoring Plan' prepared by Wood, dated July 23, 2019, the monitoring program for the landfill consists of sampling and analyses of groundwater, surface water, and leachate from the following monitoring network: Monitoring Wells: MS-8 MS-9 MS-10 MS-11 MS-12 MS-13 MS-14 MS-15 MS-16 Surface Water Sample Location: SW-1 Leachate Sample Location: C1 Leachate According to the Water Quality Monitoring Plan, monitoring well MS-8 is located upgradient of the landfill and serves as a background water quality monitoring well. Additionally, monitoring well MS-15 was converted from a flush mount to a stick-up in April 2021. A summary of well construction information for each monitoring well is presented in Table 1. Surface water sampling location SW-1 is located south of the landfill, between wells MS-12 and MS-13, as shown on Figure 2. SW-1 is located within a surface water feature expected to be downgradient of the landfill. SW-1 was dry during the September 2021 sampling event and therefore not sampled. Leachate sample C1 is collected where the leachate collection pipes drain into the on -site Lined Retention Basin. The leachate sampling location has been modified several times but has been located at the current location since the March 2019 sampling event. The groundwater, surface water, and leachate sampling locations are shown on Figure 2. SECTION 2 - METHODS 2.1 SAMPLING AND ANALYSIS METHODS Groundwater sampling was performed by Duke Energy personnel (Duke Energy North Carolina Field Certification #5193) on September 27 and 28, 2021 in stated accordance with the North Carolina Solid Waste Management Guidelines and the Duke Energy Groundwater Monitoring and Sampling Collection Procedure 3175.6 (June 2020). Copies of the field sampling forms are included in Appendix B. The parameters and constituents analyzed were selected in stated accordance with the Water Quality Monitoring Plan and guidance from the NCDEQ Division of Waste Management, Solid Waste Section. The samples were analyzed by the Duke Energy Analytical Laboratory (North Carolina Laboratory Certification #248) and Pace Analytical Laboratory (North Carolina Laboratory Certification #40) and analytical results were provided to Wood on October 18, 2021 by Duke Energy. The laboratory reports and chain -of - custody forms are included in Appendix C. Wood noted that supplemental analyses for alkalinity, calcium, magnesium, potassium, nitrate, total hardness (calculated), and sodium were performed, which are not required by the Water Quality Monitoring Plan. These data are included in laboratory analytical reports in Appendix C but not reported upon herein. 2.1.1 Groundwater The groundwater samples were analyzed using the following analytical methods, in stated accordance with the Water Quality Monitoring Plan: • Barium, beryllium, boron, copper, iron, manganese, nickel, and zinc using Environmental Protection Agency (EPA) Solid Waste (SW)-8462 Method 6010D; • Antimony, arsenic, cadmium, chromium, cobalt, lead, selenium, silver, thallium, and vanadium using EPA SW-846 Method 6020B; • Chloride, fluoride, nitrate as nitrogen, and sulfate using EPA SW-846 Method 9056A; • Mercury using EPA Method 7470A; and, • Total dissolved solids using Standard Method (SM) 2540C-2011. 2 EPA Hazardous Waste Test Methods (SW-846) Duke Energy Carolinas, LLC I Semiannual Groundwater Monitoring Report Marshall Steam Station, FGD Residue Landfill (Closed) September 2021 Sampling Event wood. SECTION 3 - RESULTS 3.1 Site Groundwater Flow Groundwater elevation contours and flow direction in the vicinity of the Marshall Steam Station FGD Residue Landfill (Closed) are shown on Figure 3. These contours were developed using measured depths to water, prior to sample collection on September 27 and 28, 2021. The potentiometric surface contour map (i.e., water table) for the shallow, unconfined aquifer indicates groundwater flow to the east and southeast beneath the landfill, toward the Ash Basin and Lake Norman The calculated horizontal gradient ranges roughly from 0.042 feet/foot in the northern part of the landfill, where topography is steepest, to 0.013 feet/foot in the southern part of the landfill where topography is less steep. Calculated groundwater flow velocities are presented on Table 2. Historical groundwater elevations have been charted on a hydrograph included in Appendix D. The hydrograph indicates minimal seasonal fluctuations. The wells with the highest water level elevation were observed in the northwestern, upgradient monitoring wells; MS-10, MS-9, and MS-8. 3.2 Analytical Results Analytical results from the September 2021 monitoring event are presented in the following sections. 3.2.1 Groundwater Laboratory results for groundwater samples were compared to the Title 15A NCAC Subchapter 2L Standards (21- Standards) and Interim Maximum Allowable Concentrations (IMACs). Exceedances of the 2L Standard or IMAC were reported in one or more wells for the following: pH, cobalt, chromium, manganese, iron, and vanadium. A summary of field data parameters recorded prior to sample collection is presented in Table 3. A summary of analytical detections for the current sampling event is presented in Table 4. Analytical results for the six parameters whose values are either outside of or above their respective standards (pH, cobalt, chromium, manganese, iron, and vanadium) and a comparison to historical data are presented in Table S. The values for pH were consistent with the range of historical readings, except for MS-12, which had a reading less than its historical range. A chart of pH readings over time is included in Appendix D. Standard defines an acceptable range for pH from 6.5 to 8.5 Standard Units (S.U.). The chart shows that available historic pH data consistently fall below the lower 2L Standard range. Cobalt concentrations exceeded the cobalt IMAC of 1 microgram per liter (pg/L) in one well (MS-12) and the concentration in this well was within its historical range. A chart of cobalt concentrations over time for this well is included in Appendix D. Chromium concentrations exceeded the chromium 2L Standard of 10 pg/L in one well (MS-15) and the concentration in this well was greater than its historical range. A chart of chromium concentrations over time for this well is included in Appendix D. Manganese concentrations exceeded the manganese 2L Standard of 50 pg/L in one well (MS-11) and the concentration in this well was within its historical range. A chart of manganese concentrations over time for this well is included in Appendix D. Iron concentrations exceeded the iron 2L Standard of 300 pg/L in three wells (MS-8, MS-11, MS-15) and the concentration in these wells were within the historical ranges. A chart of iron concentrations over time for these wells is included in Appendix D. Vanadium concentrations exceeded the vanadium IMAC of 0.3 pg/L in each well sampled during the September 2021 event, except for MS-11. The concentrations of vanadium in the wells were within the historical ranges, except for MS-9 which had a concentration greater than its historical range. A chart of vanadium concentrations over time for these wells is included in Appendix D. 3.2.2 Leachate A summary of field data parameters recorded prior to leachate sample, C-1, collection is presented in Table 3. A summary of analytical laboratory results is presented in Table 6. Only parameters detected in the leachate sample are depicted on Table 6. Leachate results are not compared to 2L or 2B Standards. 3.2.3 Quality Assurance / Quality Control Field -performed quality assurance and quality control (QA/QC) consisted of the collection and analysis of two field blanks (9/27/2021 Field Blank and 9/28/2021 Field Blank) to evaluate if contamination was imparted to the samples by the sample container, preservative, or other exogenous sources. Both field blanks collected had an estimated concentrations (J-value) of boron and nitrate (as nitrogen) that exceeded the MDL; however, the concentrations did not exceed the 2L Standard. Vanadium and chloride Duke Energy Carolinas, LLC I Semiannual Groundwater Monitoring Report Marshall Steam Station, FGD Residue Landfill (Closed) September 2021 Sampling Event wood. were reported at estimated concentrations that exceeded the MDL in the Field Blank that was collected on September 27, 2021; however, the concentrations did not exceed their respective 2L Standards or IMACs. An equipment blank (Equipment Blank) was taken to evaluate the adequacy of equipment decontamination processes between sampling locations. Iron, boron, lead, vanadium, chloride, and nitrate (as nitrogen) were reported at estimated concentrations that exceeded the MDLs in the Equipment Blank; however, the concentrations did not exceed their respective 2L Standards or IMACs. A duplicate sample was collected from well MS-9 (identified as MS-9 Duplicate) at the same time and from the same source as the MS-9 sample to estimate sampling and laboratory analysis precision by calculating relative percent differences (RPD). Thallium was reported in the parent sample but not the duplicate. Sixteen analytes were detected in both samples with RPD values ranging from zero (vanadium and sulfate) to 116.28% (boron). Select samples were diluted, as is normal laboratory practice, to bring samples within the calibrated range of the analysis. Specifics regarding the samples that were diluted, including the dilution factor, are included in the lab report.
