The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

During this inspection, puffs of white smoke observed near the middle and approximately 15 feet down the southern side
slope of the LCID. Upon further inspection, it was determined that the puffs were smoke and there was heat coming from
the circular hole in the side slope. Ms. Thompson spoke with Mr. Wayne Bryant, son of the owner, who was moving
mulch at the top of the landfill. Mr. Bryant stated that he would add soil to the area to smother the fire. He would also
monitor the area for cracks and additional smoke. Ms. Thompson asked Mr. Bryant to submit the fire notification form
along with photographs of the area after soil had been placed to smother the fire. Ms. Thompson found another circular
hole near the toe of the slope, almost directly below the hole where the smoke was coming from. Ms. Thompson informed
Mr. Bryant of the hole and recommended that hole be repaired as well to limit the introduction of oxygen to the waste.
The holes were likely the result of animals burrowing into the side slopes. It was recommended that the landfill be
mown to allow for proper inspection and for the repair of animal burrows. Please keep the Section informed of the
status of the fire.
ADDITIONAL COMMENTS
1. The facility is a land clearing and inert debris (LCID) landfill.
2. Proper facility sign posted at the facility entrance showing the contact name and number in case of an emergency
and the permit number.
3. The facility is properly secured with a locked gate. Personnel are on site during operating hours which are Monday
through Friday from 7:30AM to 5:30PM and Saturday from 8:OOAM to 1:OOPM.
4. The facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood, uncontaminated
soil, inert debris, and asphalt.
5. The facility site plan, operations plan, and permit were not reviewed with the site operator at this inspection.
6. The facility is not currently burying waste within the LCID. Mining and grinding operations are taking place on
top of the LCID.
7. The facility needs to be mowed to allow for proper inspection of the side slopes. Woody vegetation also
needs to be removed from the side slopes.
8. Edge of waste markers have been installed and were visible from one to the next.
9. No areas of standing water were observed on the top of the LCID. Continue to grade as needed to ensure that
water is drained away from the top of the LCID.
10. Two wet areas with possible organic leachate were observed between the LCID and mulch sales area. One area
was draining to a small basin. No leachate was found to be leaving the basin. The area should be graded to shed
water away from the mulch piles to limit the storage of water in the piles.
11. Corrective measures are necessary as a result of this inspection.
