The purpose of this letter is to provide you with the results for the February 17, 2011
(first quarterly) monitoring event at the John's River Waste Management Facility. Methane was
detected above the lower explosive limit in gas probes GP-2S, GP-2I, and GP-21). The
concentrations detected are similar to those detected during previous events. All of the GP-2
probes are not boundary probes; they are located in close proximity to Waste and the detection of
landfill gas is not unexpected. No detections were recorded for any of the remaining site probes,
monitoring points, and structures. The landfill gas monitoring log is attached. If we can provide

management facility or a solid waste collection service and any such further relief as may be necessary to
achieve compliance with the North Carolina Solid Waste Management Act and Rules.
STATUS OF PAST NOTED VIOLATIONS (List all noted last audit):
No previous violations cited.
AREAS OF CONCERN AND COMMENTS:
1. This facility is an unlined C&D landfill over a closed unlined MSW landfill.
2. Both the C&DLF and the MSWLF are under the same permit (12-03).
3. The service area for the C&D landfill is Burke County.
4. The C&D facility is currently accepting approximately 40 tons/day. 5AA6
5. The facility is secured by a gate, which was unlocked - landfill operations were being conducted at the
time of the inspection.
6. Waste screening records are kept in the landfill operators "shed" adjacent to the mulch area.
7. Composting temperature records are kept in Greg Watts' office at the landfill.
8. The permit, operations plan and other landfill records and documentation are kept at the Burke County
General Services Office, 100 Government Dr., Morganton, NC.
9. Signs at the entrance to the landfill were installed and posted as required.
10. The landfill is open from 7:00am to 4:00pm, M — F; and from 7:00am to 1:00pm on Saturday.

12. The access road on the south and east sides of the landfill, has become eroded and is in need of
re -grading to ensure that it remains passable in all weather conditions.
13. The Chesterfield F.D. provides fire response.
14. There is a firing range for law enforcement is located north of the yard waste collection area.
15. There was very little wind-blown waste observed.
16. The edge of waste for the C&D landfill has been staked out with permanent markers. (Photo #1)
17. No prohibited wastes were observed at the working face of the landfill.
18. The working face of the C&D landfill is small and well maintained. (Photo #2)
19. Several tires had been removed from the waste and set aside for proper disposal. (Photo #3)
20. The west and north slopes of the C&D landfill have significant surface erosion which must be
corrected. (Photos #4 through #7)
21. Exposed wastes were observed on the western and northern slopes of the C&D landfill. (Photos
#4 through #7)
22. Burke County must repair and re -seed all erosion rills and gullies in the cap of the landfill; and all waste
must be covered with at least two -feet of suitable compacted soil, in accordance with the Solid Waste
Management Rules, 15A NCAC 13B, Article 9 of the Chapter 130A of the North Carolina General
Statutes (NCGS 130A-290, et seq.), the conditions contained in this permit; and the approved plan.
23. The northern and western slopes of the C&D landfill do not have any cover vegetation. Burke
County must ensure that those areas of the landfill which will not have additional wastes placed
on them for three months or more, but where final termination of disposal operations has
not occurred, must be covered and stabilized with vegetative ground cover or other
stabilizing material. (Photo #4 and #7 and $8)

24. Landfill gas monitoring and water quality monitoring for the closed MSW landfill also satisfies the
monitoring requirements for the active C&D landfill.
WATER QUALITY MONITORING
25. Groundwater samples are collected for analysis on a semi-annual basis.
26. The most recent Water Quality Monitoring event occurred in June 2010. Joyce Engineering, Inc. (JEI)
sampled -one up -gradient well (MW-17) and six down -gradient wells (MW-10, 11, 12,13,16S, and 1613).
Two "sentinel wells" (MW-18 and 19) that were installed in accordance with the CAP. The sentinel wells
were installed to evaluate the performance of the approved CAP.
27. The landfill staff has painted the most of the groundwater monitoring wells that are being monitored, red.
28. Samples were collected from two surface water points SMP-5 and 6 (Map # 1) from un-named streams that
feed into the Catawba River.

32. Landfill gas monitoring is conducted by JEI on a quarterly basis.
33. The most recent landfill gas monitoring event occurred on 11/30/10.
34. The landfill staff has painted the gas monitoring probes that are being monitored, blue.
35. Each monitoring event evaluates the possible presence of landfill gas in three gas monitoring probes (GP-
1, 2, and 3), five on -site structures (GMP-lscale house, GMP-2 recycling center, GMP-3 office/shop,
GMP-7A barn, and GMP-13 firing range) and nine other locations (GMP-4, 5, 6, 7, 8, 9, 10, 11, and 12).
A search of the records and files in the Asheville Regional office failed to turn up a map or any other
documentation detailing the locations of the nine gas monitoring points. Please submit, to Bill Wagner
at the address below, a map showing all of the locations (wells, buildings, ambient monitoring
locations, etc.) that are monitored for the presence of landfill gas.

WHITE GOODS
38. White goods are stored on a concrete pad north of the landfill.

40. OmniSource Southeast collets the white good and scrap metal for recycling. OmniSource also removes

the CFCs from refrigeration units.
41. No prohibited wastes were observed in the white goods collection area.
SMALL LAND CLEARING WASTE/DEBRIS TREATMENT AND PROCESSING UNIT
42. There was large amount of ground material from the treatment and processing unit on site. According to
landfill staff, the market for boiler fuel is down and the County's existing markets want a product that is
not so finely ground. (Photos #11 and #12)
