BISER Secretary MICHAEL SCOTT Director Colonial Pipeline Company Attn: John Culbreath Post Office Box 87 Paw Creek, NC 28130 (via email) Dear Mr. Culbreath: NORTH CAROLINA Environmental Quality December 17, 2021 Re: Notice of Regulatory Requirements 15A NCAC 2L .0507(b) Risk -based Assessment and Corrective Action for Petroleum Aboveground Storage Tanks and Sources Colonial Pipeline - Kannapolis Station & Colonial Pipeline-Kannapolis Station #2 9301 Mooresville Road, Kannapolis/Concord Cabarrus County Incident number: 14414 & 91340 Risk Classification: High The UST Section, Division of Waste Management (DWM), Mooresville Regional Office (MRO) received the October 29, 2021 Semiannual Groundwater Monitoring Report on October 29, 2021. The report recommending continued semi-annual monitoring was reviewed and approved on November 23, 2021. The electronic copy has been loaded to the electronic document storage system (Laserfiche). The report indicates: • The air sparge trench remediation system was brought on-line in June 1998 to treat shallow groundwater prior to migration off -Site. The air sparge system continues to operate to aid in the removal of benzene and MTBE from groundwater in the vicinity of monitoring wells MW-8 and MW-13. • The bio-sparge and bio-venting systems were brought on-line on March 7, 2017 to address soil and groundwater impacts associated with the 2015 diesel fuel releases. The bio-sparge system ran continuously during the reporting period. The bio-venting system ran approximately 75% of the time during the reporting period due to fouling of float switches. • During the February 2021 monitoring event, Benzene was detected above 2L and 213 Standards in monitoring wells MW-13 and MW-24. Detections of benzene in MW-6 and MW-13 are associated with historic releases at the Site. Benzene concentrations in MW-13 have decreased overall since 1998. Although 2B Surface Water Standards were exceeded in MW-13 and MW-24, any discharge of the groundwater plume to surface water would not likely contravene the surface water standards within the surface water body. • During the August 2021 monitoring event, C9-C 18 Aliphatic concentrations exceeded 2B Standards in MW-24. C 11-C22 Aromatics exceeded the applicable 2L Standard in MW-24, MW-25, and MW-25D. MW-13 was not sampled because the well was submerged under standing water at the time of sampling. Discharge of the groundwater plume to surface water would not likely contravene the surface water standards within the surface water body. • Results of the water supply well sampling indicated an absence of petroleum hydrocarbon constituents in the water supply wells with the exception of MTBE, which was detected in the Mauer well (DW-Maurer-Influent) and concentrations below the 2L Standard of 20 µg/L. Colonial will continue to maintain the off -Site POE water treatment systems and Apex will continue annual sampling of select water supply wells. Per this Notice of Regulatory Requirements: • Continue semi-annual groundwater sampling events in February (monitoring wells) and August (monitoring & residential water supply wells) of each year. Monitoring reports will be due by October 31 st of each year. • The next report shall include an updated receptor survey in accordance with the most recent version of the Comprehensive Guidelines Appendices for STIRA, Assessment Guidelines and Corrective Action Guidelines. • The next report shall include remediation updates including but not limited to estimates of product removed and product remaining at the site in accordance with the most recent version of the Comprehensive Guidelines Appendices for STIRA, Assessment Guidelines and Corrective Action Guidelines. • The next monitoring report is due by October 31, 2022. Please note that sampling, correction action, and reporting must be conducted in accordance with the most recent version of the Comprehensive Guidelines Appendices for STIRA, Assessment Guidelines and Corrective Action Guidelines. Failure to comply in the manner and time specified may result in the assessment of civil penalties and/or the use of the other enforcement mechanisms.
