The renewal application was submitted to the Section on June 23, 2020. Operations Plan — Approved August 2, 2015 (DIN 22584) PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None Page 1 of 2 FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. Proper signage was observed at the entrance to the facility. 2. All access roads were in good operational condition. 3. No off -site odor was observed. 4. Mr. Gallins extended the length of the existing concrete pad, adding a 40'x60' section. Although this new space is not covered, the additional area allows facility staff more room to process compost. Compost meeting PFRP are moved to this area prior to being windrowed in the field. 5. The active compost under the pole shed was consistently covered with 4" to 6" thick layer of finished compost and carbonaceous material reducing the attraction of vectors. No exposed composting food waste was visible. 6. Observed two windrows in the field that had met PFRP and were curing. 7. The screener and bagging machine have been moved into a building allowing facility staff to process material during inclement weather. Records Review 8. Man-made inert test was performed on 9/8/2020, 2/8/2021, 10/12/2021 and pathogen test were performed on 12/21/2020 and 8/16/2021. 9. Temperature logs were reviewed from 8/29/2020 to 12/3/2021. Temperature appeared to be maintained at or above the required temperature. 10. Facility is diverting a portion of their feed stock. See chart below.
