(Terracon) is pleased to submit this report of groundwater sampling activities conducted on behalf of Summit Avenue Northend, LLC at the North Tryon Commercial Brownfields Property located at 2100-2229 North Tryon Street in Charlotte, North Carolina. Terracon conducted the investigation in general accordance with our Supplement to Agreement for Services, dated December 7, 2020. Site Background The North Tryon Commercial Brownfields Property includes an approximate 0.23-acre partially paved vacant lot, identified in Mecklenburg County tax records as Parcel No. 07909304 (Figure 1). According to previous assessment activities associated with the Brownfields investigation, a gasoline station and dry-cleaning facility previously operated on the subject parcel from the 1940s until the 1970s. Site assessment activities conducted at the property have indicated the presence of volatile organic compounds (VOCs) in soils, soil gas and groundwater. In accordance with Paragraph 13.d. of the Brownfields Agreement (BFA), the monitoring well located on the site must be sampled annually for five consecutive years, at which time a request to terminate sampling may be submitted to the North Carolina Department of Environmental Quality (NCDEQ). Groundwater sampling activities have been conducted at the site since December 10, 2013. Annual Groundwater Sampling Terracon mobilized to the site on January 27, 2021 to conduct annual groundwater sampling activities. A groundwater sample was collected from monitoring well MW-1 using low flow techniques via a peristaltic and clean, new polyethylene tubing. Prior to sample collection, field parameter readings of pH, oxidation reduction potential (ORP), specific conductivity, dissolved oxygen, and temperature were recorded on groundwater sampling notes included in Appendix A. The sample was collected after field parameters stabilized within a ten percent variation for three consecutive readings at five-minute intervals. The sample was placed in clean glassware, labeled, packed in an ice-filled cooler and transported with chain-of-custody documentation to Pace Analytical (Pace) in Huntersville, North Carolina for laboratory analysis. Groundwater Sampling Event and Request to Terminate Monitoring North Tryon Site ■ Charlotte, North Carolina February 10, 2021 ■ Terracon Project No. 71177699 Responsive ■ Resourceful ■ Reliable 2 The sample was analyzed for volatile organic compounds (VOCs) by EPA Method 8260 and semi- volatile organic compounds (SVOCs) by EPA Method 8270. Analytical results are provided in the attached laboratory analytical report located in Appendix B and are presented in Table 1 and on Figure 2. The results are also summarized below. ◼ Tetrachloroethene (PCE; 569 micrograms per liter [µg/L]) and trichloroethene (TCE; 12.9 µg/L) were detected above their respective NCAC 15A 2L groundwater standards of 0.7 µg/L and 3 µg/L. ◼ cis-1,2-Dichloroethene (cis-1,2-DCE) was detected in at a concentration of 15.9 µg/L, below its NCAC 15A 2L groundwater standard. ◼ SVOCs were not detected above the laboratory reporting limits. ◼ Tetrachloroethene and trichloroethene also exceed their respective NCDEQ residential and non-residential Groundwater Screening Levels (GWSLs). Liquid wastes from the purging of the well were containerized and Terracon is currently coordinating off-site disposal by Haz-Mat Environmental Services, LLC. A copy of the waste manifest will be provided under separate cover. Request to Terminate Requirement for Continued Annual Sampling Eight groundwater sampling events have been conducted at the site since 2013. Between the first and last sampling events, the concentrations of constituents of concern have decreased significantly: ◼ cis-1,2-DCE: 141 µg/L to 15.9 µg/L; ◼ PCE: 2,280 µg/L to 569 µg/L; and ◼ TCE: 87.3 µg/L to 12.9 µg/L/. The concentrations detected during this most recent January 2021 sampling event represent the lowest levels of each of these compounds identified at the site since annual sampling began. Terracon analyzed the historical trends of these constituents using the GSI Mann-Kendall statistical toolkit for constituent trend analysis. According to the Mann-Kendall statistical analysis, the concentrations of cis-1,2-DCE (100% confidence) and TCE (98.5% confidence) are decreasing, while the concentrations of PCE are considered stable (71.9% confidence). The results of the Mann-Kendall statistical analyses are provided in Figures 3, 4 and 5. The purpose of the annual sampling has been to evaluate public health risk and determine the potential need for additional actions beyond annual monitoring (e.g. mitigation). Following is the public health rationale for terminating the ongoing groundwater monitoring: • According to the Mecklenburg County Well Information System, there are no water supply wells within 1,500 feet of the site. Land use at the site and down-gradient properties has remained commercial/light-industrial since sampling began. • Based on historical concentrations, the public health risk from the identified concentrations is currently at its lowest level since 2013. • Given the apparent downward concentration trends documented over the past eight years and the GSI Mann-Kendall analyses, it appears highly unlikely that concentrations of the constituents of concern will increase significantly in the future. • After eight years of groundwater monitoring, NCDEQ has not required any action in response to the identified concentrations of VOCs in groundwater. Thus, the public health rationale for terminating sampling is that the sampling results over eight years have not indicated a public health concern that required mitigation, and the statistical analyses indicate the concentrations in groundwater are unlikely to materially increase. Additional annual groundwater sampling would not generate data that would be expected to impact future risk evaluations and management decisions. As such, additional annual sampling events to continue to document groundwater concentrations are not necessary moving forward unless redevelopment of the site is proposed that would result in new potential receptors.
