The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
On December 9, 2021, Chuck Kirchner conducted a comprehensive inspection of the Waste Management
of the Carolinas, Inc. – Chatham County Transfer Station located on Waste Treatment Plant Road in Siler
City, Chatham County.
1. The facility is a municipal solid waste (MSW) transfer station. 2. The facility is owned by Waste Management of the Carolinas, Inc.
3. The facility has not accepted waste since January of 2020 and is currently not accepting any waste or recycling materials.
4. The facility is permitted to receive MSW generated within Alamance, Anson, Chatham, Cumberland, Durham, Harnett, Hoke, Johnston, Lee, Moore, Orange, Randolph, Richmond, Sampson, Scotland, and Wake Counties.
5. The facility annual report (FAR) was received by the SWS dated July 5, 2021. No waste was accepted or managed from July 2020 through June 2021.
6. Waste managed at this facility is normally transferred to the Great Oak Landfill, permit 76-07.
7. An annual report will still need to be submitted to the Solid Waste Section as long as the permit
is open.
8. During the inspection, there were no transfer trailers observed on site.
9. No wastes were observed at the transfer station during this inspection.
10. The transfer station tipping floor and loadout bay appeared clean.
11. The leachate floor drain appeared free of debris and functional. The leachate catch basin extends
across the transfer station building entrance and is sloped from left to right such that leachate is
gravity-fed to the leachate drain located on the far right of the entrance. This drain should be inspected periodically to ensure proper unobstructed flow of the leachate system.
12. Leachate is piped to the Town of Siler City Public Owned Treatment Works (POTW), located adjacent to the facility.
13. No windblown material or other waste material was observed around the facility.
14. The Town of Siler City Fire Department can be contacted to address an emergency at the facility. 15. The facility is secured by a locked gate. 16. Certified personnel must be on site during operating hours if facility reopens. 17. Access roads are of all-weather construction. No areas of erosion were observed around site.
18. The facility has proper signage.
