Page 1 of 6 NORTH CAROLINAD_E Q�� OepeNnenf of Envlronmmbl 0w1� FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS: 1. All photos included in this report were taken by Susan Heim during the inspection on December 14, 2021. 2. The facility is permitted as a wood waste and inert debris treatment and processing operation, a Large Type 1 compost facility, and an LCID landfill. 3. The service area for the facility includes Forsyth and surrounding counties. 4. The facility was operating at the time of this inspection. 5. The Permit to Operate and approved Operations Plan are maintained at the facility for review upon request. 6. The Permit to Operate allows acceptance of land clearing debris, yard trash, untreated and unpainted wood waste and wood pallets, and inert debris (unpainted and untreated concrete, brick, block, rock, used asphalt and uncontaminated soil). However, the facility has chosen not to accept lumber and pallets in order to ensure that no nails or foreign materials are incorporated into mulch or compost products. 7. A load ticket is prepared for each incoming load of waste. Tickets are kept on file at the owner's home office, where volumes are converted to weights and compiled into monthly tonnage. Load tickets are available for review upon request. 8. The Facility Annual Reports for fiscal year 2020-21 were reviewed, yielding the following information: a total of 2,420 tons of waste had been received at the facility for processing as compost or mulch; and 22 tons of unusable or unacceptable materials were separated at the facility then properly disposed of at the Hanes Mill Road Landfill (Permit # 3402). Due to the change in annual reporting for this facility, information about the recovery of inert materials and scrap metals is no longer submitted. 9. Composting had not taken place at the facility the previous year. However, loads of leaves are currently being accepted at the facility, and composting will resume this year. Please ensure that temperature logs are maintained for the current compost batch, and that windrow temperatures exceed 131°F for a minimum of three days, as required, to reduce pathogens. Field Insuection: 10. The entire facility was found to be clean and well maintained. No windblown litter was observed. 11. Access roadways are of all-weather construction and were observed to be in good condition. Roads are stabilized with crushed asphalt and stone and are compacted to help prevent rutting and erosion. 12. Proper signage is posted at the facility entrance. 13. The facility is secured by perimeter fencing and dense evergreen plantings along the road frontage and is protected from unauthorized access by two locking gates. An operator is on duty to assist customers and screen incoming loads during operating hours. 14. The LCID landfill is located on the northern portion of the site; and the permitted fill area is approximately 5.46 acres in size. David Lawson indicated that landfill operations are currently taking place in final phase of the permitted disposal footprint. 15. A new lift had been established along the northern edge of the disposal area. The working face was small and appeared to be compacted and well managed. 16. Prior to the establishment of this new lift, landfill operations had been taking place along the northeastern end of the disposal area near the toe of the slope from the previous phase. A long, uncovered working face was observed in this area. Waste had not been compacted, and it appeared that incoming loads had just been pushed off or left where they'd been dumped. Bobby Lawson stated that this working face was not currently being used. He explained that the excavator he needs to place and compact waste safely in steep, confined areas was currently out of commission and awaiting repairs. Please ensure that waste in this area is properly compacted and covered within 30 days as required by 15A NCAC 13B .0566(3). Page 2 of 6 FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management NORTH CAROLINA Solid Waste Section 17. The remaining excavated portion of the landfill appeared to be in good condition. Slopes were observed to be stable, with no signs of erosion noted. 18. Several hot spots in the inactive area of the landfill as well as in the uncovered working face at the toe of the inactive slope could be identified by small plumes of smoke being emitted. Bobby Lawson stated that he deals with these areas as they develop to ensure that no actual fire exists. 19. Permanent edge of waste markers were observed around the perimeter of the disposal boundary. 20. The LCID landfill and surrounding operations areas are designed to direct stormwater to a sediment trap located northeast of Area 1. The sediment trap was viewed from atop the inactive area and appeared to be in good condition and functioning properly. 21. The inactive portion of the landfill was observed to have well -established vegetative cover in most areas. However, portions of the top near the eastern edge, as well as a portion of the eastern side slope, were bare. Bobby Lawson stated that several attempts at seeding had been unsuccessful so far, due to extremely wet or dry weather conditions. He stated that additional seeding is planned for the spring. 22. No unacceptable waste was observed in the landfill operations area or the two working faces. 23. The treatment and processing area occupies the southern portion of the site. The northern half of the area is dedicated to inert debris operations; composting and wood waste operations take place on the southern half. 24. A series of concrete bunkers serves as the product storage area for piles of soil and various sizes of crushed concrete and stone. A small stockpile of crushed concrete was staged in the area adjacent to the storage bunkers, and a large pile of unprocessed, cured concrete occupied the remainder of the inert debris operations area. A stockpile of used asphalt was staged on the south side of the entrance roadway. 25. Compost and wood waste operations take place on the south side of the treatment and processing area. A small amount of old compost was noted, along with several piles of mulch and topsoil. A pile composed mostly of leaves had not yet been processed or windrowed for composting. Bobby Lawson stated that some additional material would be added to that pile prior to beginning compost operations. 26. A large tub grinder was set up in the middle of the wood waste operations area, and a small pile of ground material had been produced. The grinding operation was surrounded by an access lane sufficient to provide easy access for equipment or emergency vehicles, in case of fire. 27. An area behind the office and north of the entry gate serves for the cutting and storage of logs and firewood. The area was observed to be well maintained, and the wood stockpiles appeared to be well managed. 28. No unacceptable materials were noted in the wood waste/compost operations area or in the stockpiles of processed and unprocessed material. Wood waste and inert debris stockpiles were neat and of a manageable size, with adequate fire lanes surrounding each individual pile. 29. The treatment and processing area is designed to direct stormwater runoff to a pond on the eastern side of the facility. A drainage ditch runs along the southeastern edge of the operations and storage area into a pipe that conveys the runoff directly down the hill to the pond. The pond, which was viewed from above, appeared to be clean and well -maintained, as did the ditch line. The surrounding slope leading down from the operations and storage area to the pond is covered with well -established vegetation. All erosion control measures appeared to be functioning properly, and no erosion was evident. 30. All required buffers and setbacks appeared to have been maintained at the facility, including the 100' buffer surrounding the water supply well located in the treatment and processing area.
