PURPOSE OF SITE VISIT: Comprehensive Facility Inspection. STATUS OF PAST NOTED VIOLATIONS: 1. 15A NCAC 13B .0503(2)(a)(ii): CORRECTIVE MEASURES IN PROGRESS. At the time of this inspection, methane monitoring well LFGMW-6 has been approved to be abandoned per the Request to Abandon Landfill Gas Monitoring Well LFGMW-6 approval letter dated November 9, 2021 (FID 1624125). This well is scheduled to be abandoned. OBSERVED VIOLATIONS: None. Page 1 of 3 NORTH CAROLI D_EQ�� UeVnNnenl of Enrkmmenbl Ouel� FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. On -site December 7, 2021, to inspect the closed MSWLF, observe facility monitoring wells, discuss general facility maintenance, observe the Public Safety Training Center (Center) including the K-9 Training Area, observe the Solar Facility installation, and review facility records. Participants from the facility included Kristy Smith, Engineering Solid Waste Manager - Buncombe County, and Kris Riddle, Section. Center facility records were observed during this inspection with Ryan Cole, Operations Manager — Center. 2. The closed MSWLF facility contains four landfill areas designated as Areas A, B, C, and D. Areas A, B, and C were closed under NC Solid Waste Management Rules 15A NCAC 13B .0500 and Area D was closed under NC Solid Waste Management Rules 15A NCAC 13B .1600. 3. Access to the site is located off Riverside Drive and is controlled by lockable gates. 4. Facility perimeter fencing and signage were maintained. 5. Access roads at the facility were maintained. 6. Edge -of -waste (EOW) markers were observed around the closed MSWLF areas and appeared to be maintained. As discussed on -site, continue to maintain EOW markers at the facility as necessary. 7. No apparent leachate breakouts or seeps were observed during this inspection. 8. Semi-annual groundwater and surface water monitoring reports for the facility dated August 3, 2021 (for Spring 2021 sampling event), and April 27, 2021 (for Fall 2020 sampling event) were available for review. As required, continue to monitor all groundwater and surface water sampling locations at the facility and submit reports to the Section. 9. The groundwater and surface water monitoring network at the facility is currently comprised of 24 groundwater monitoring wells and 5 surface water monitoring locations. During this inspection, all observed groundwater and surface water monitoring locations appeared to be maintained. Continue to maintain access for all environmental monitoring locations at the facility. 10. Methane data is currently collected in two facility structures and 24 on -site environmental monitoring wells. Landfill Gas (LFG) quarterly monitoring records for the closed MSWLF facility were reviewed for sampling events conducted in March, June, September, and December 2021. Previous monitoring records were also available for review. LFG records appeared to be maintained. As required, continue to monitor the facility for LFG on a quarterly basis. Continue to maintain access for all environmental monitoring locations at the facility. 11. During this inspection, Center buildings were operational. The Center has controlled access and perimeter fencing that separates its facilities from the waste disposal areas of the landfill property. The Center's habitable buildings are equipped with sub -slab vapor extraction and barrier seal systems and a continuous detection monitoring system for LFG. Prior to utilizing any unoccupied buildings on -site for training purposes, Center personnel test for methane using a handheld detection device. Center LFG monitoring records were reviewed from January 2, 2020 to December 6, 2021. Center LFG monitoring records appeared to be maintained and LFG monitoring was being conducted in accordance with approved plans for the Center. Post -closure use approval of a proposed Solar Facility at the site was approved by the Section on February 2, 2021 (FID 1527583). During this inspection, ongoing installation of the Solar Facility was observed and discussed with facility personnel. As discussed on -site, during installation of the Solar Facility continue efforts to ensure the integrity of the landfill cap is maintained. 13. Post -closure use approval of a K9 Training Area at the site was approved by the Section on November 25, 2019 (FID 1377446). The K9 Training Area was observed during this inspection. This area appeared to be maintained and K9 training materials were setup for active use at the facility. Continue to maintain the K9 Training Area as necessary. 14. During this inspection, vegetative cover on the disposal areas appeared to be maintained. Continue to maintain vegetative cover at the facility as necessary. As discussed during this inspection, continue mowing and maintenance efforts to remove any small, woody vegetation on landfill slopes as needed. The facility conducts mowing events on a routine basis throughout the year at the facility. Per facility personnel, Area D is next scheduled for mowing maintenance at the site. After mowing events occur, ensure the cap and slopes of the MSWLF facility areas are inspected for subsidence, cracking, signs of erosion or damage, and that any necessary repairs are conducted. 15. As discussed on -site, continue to maintain erosion control measures at the facility as necessary including rip -rap channels, sediment detention basins, permanent diversions, slope drains, and inlet/outlet stabilization structures.
