The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS On December 14, 2021, Chuck Kirchner met with Dan Jarboe and Nancy Morales to conduct a comprehensive inspection of the Wall Recycling Facility and C&D Landfill on Gold Hill Road in Asheboro, Randolph County.
General Site Information: 1. The facility consists of a construction and demolition debris (C&D) landfill, a wood waste treatment and processing (T&P) operation, a recycled materials recovery (T&P) operation for concrete.
2. Asheboro Land Development, LLC recently purchased this landfill from Morton & Sewell Land Company
LLC. The landfill is being operated by Wall Recycling, LLC. 3. The 2021 permit approves the operation of Phase 1A and Phase 2 of the C&D landfill and the treatment
and processing facility operations. 4. The C&D landfill plan currently consists of six phases: Phases 1A-1 and 1A-2, Phase 1B and Phases 2A and 2B, and vertical expansion Phase 1C. A new Permit to Construct (PTC) is required prior to development
of future phases. A future area Phase 3 has been identified but is also not permitted to date. 5. The facility is open Monday through Friday 7:30 am to 4:30 pm. 6. The landfill is permitted to receive C&D waste, inert debris, land clearing debris (LCD), used asphalt, and asbestos per permit conditions. Records Review 7. The facility permit, site plan, and operations plan were discussed. 8. The facility maintains an NPDES permit, General Permit Number NCG240000, Certificate of Coverage NCG240022 issued on February 28, 2020 and shall remain in effect for the duration of the General Permit. 9. The following are certified personnel:
a. Dan Jarboe, Certified Manager of Landfill Operations, No. 1851659, exp. 09/05/24.
b. Andrew Smith, Certified Landfill Operations Specialist, No. LF-2019027, exp. 04/16/22
10. Facility throughput records were observed from January 7, 2021 through November 30, 2021. During that time 48.78 tons of asbestos, 26,275.35 tons of C&D, 2,040.88 tons of concrete and 3,984.30 tons of wood debris were brought on site.
11. The Facility Annual Report was submitted on July 30, 2021. Total waste received from July 1, 2020 through June 30, 2021 was 14,153.47 tons. The amount of material processed in that time was 10,858.25 tones. The Total C&D waste received in that time was 22,297.72 tons of which 3.294.95 tons were recovered.
12. The facility is required to conduct waste screenings once a week. Records for June 9, 2020 through December 9, 2021 were observed. Observed waste screening records were done well. 13. The facility shall cover solid waste with six inches of earthen material when the waste disposal area exceeds one- half acre and at least once weekly. Cover logs were observed for 2021. 14. The facility engineer was recently replaced by Waste/Soils/Rock Engineering, Co. out of Greenville, SC. Waste/Soils/Rock Engineering, Co. is also taking care of the environmental sampling according to Mr. Jarboe. 15. The facility conducts landfill gas monitoring utilizing the bar hole punch method. 16. The facility maintains quarterly landfill gas monitoring records. Records were observed for March 24, 2021 (1st quarter), June 18, 2021 (2nd quarter), September 15, 2021 (3rd quarter) and December 10, 2021 (4th Quarter). No exceedance of the methane or hydrogen sulfide lower explosive limit (LEL) is noted. 17. All groundwater wells were observed during this inspection and were maintained in an accessible condition. 18. The facility maintains semiannual groundwater and surface water monitoring and leachate test records that had
been submitted by Smith Gardner and Waste/Soils/Rock Engineering, Co. Records were observed for groundwater and surface water monitoring and leachate testing conducted on March 24, 2020, September 30, 2020 and March 12, 2021. An exceedance was indicated on each report.

Facility Inspection 19. C&D waste is currently being placed in Phase 1A-1. The working face appeared small and compact. 20. The C&D Landfill is permitted to receive a maximum of 500 tons per day. 21. Two other large piles of Land Clearing Debris (LCD) were observed on site. LCD waste will be ground up on site for resale.
22. Clean concrete debris pile was observed near the eastern LCD pile. This will be ground during the same time that the LCD waste is ground. 23. LCD material is currently being mined from the southeast section of the landfill. This material is being recovered and processed into mulch. 24. All previously processed material had been sold at the time of this inspection. 25. New windrows of processed LCD material shall be kept in windrows
26. The facility keeps a roll off container for tires found in C&D loads. Mr. Jarboe stated that once the container is full enough Wall Recycling hauls it to a tire recycler. The container was observed covered and Mr. Jarboe stated the container is kept covered when not in use. 27. The facility processed 4 mobile homes in 2021 according to Mrs. Morales. 28. Edge of waste markers were observed well maintained and in good condition during this inspection. 29. No windblown litter was observed this inspection.
