Subject: Wilson County CDLF Area 2, site suitability
Hello Mike,
I've reviewed the application revisions for the Wilson County CDLF Area 2 Site Suitability, and have the following
comments:
1. The proposed landfill footprint has been changed from the last submittal and not all drawings have been
updated to the new footprint. Please correct.
2. Wetlands — Please provide the official Corps wetlands determination papers. Provide clarification for the
wetlands determination for the areas marked in yellow on the map, approved jurisdictional determination.
3. For the County zoning letter, the rules require, "A letter from the unit of local government(s) having zoning
jurisdiction over the site which states that the proposal meets all the requirements of the local zoning
ordinance, or that the site is not zoned, must be submitted to the Division as part of the site study."
4. Provide the cultural resource determination for the western part of the disposal area. Mary Beth Fitts with the
Dept. of Cultural Resources should be contacted regarding the determination for this specific area question.
5. EA — In the table listing the mitigation measures, the text referring to archaeological recovery prior to Phases
5/7 should be updated.
6. Socio-economic Report —
a. The figures in the report show the total facility property of 707 acres, which is needed because of the
evaluation. The actual proposed disposal area of approx. 19 acres should also be shown on at least one
figure.
b. The homes in the closest residential area to the north are 650 to 1300 feet to the proposed disposal
area, not to the property boundary. Or it can be stated that the homes in the closest residential area
are 100 to 750 feet from the property line.
The acreage of Area 2 should be updated, Section 1.0.
Section 7.0 — The proposed landfill is on a parcel containing 707 acres, not 103 acres.
The traffic study documentation should be added as an appendix to this report.
The facilities with air quality permits can be identified from the mapping program of the NC Dept. of Air
Quality website — https://deg.nc.gov/about/divisions/air-quality/air-quality-compliance/air-guality-
gisfacility-mapping-tool, and should be listed in the report.
