Reference: Clean Closure Verification - Visual Confirmation and PLM Results Duke Energy Marshall Steam Station Confirmatory Soil Sampling — Marshall Steam Station Ash Basin Closure S&ME Project No. 212013, Ph. 06 Ms. Albert: S&ME, Inc. (S&ME) is submitting the enclosed summary of results supporting the removal of Coal Combustion Residuals (CCR) by visual verification and Polarized Light Microscopy (PLM) analysis results adjacent to the footprint of the future Cell 6, Phase 2, of Industrial Landfill No. 1 at Duke Energy's Marshall Steam Station, located in Catawba County, North Carolina. This summary letter is provided so that the North Carolina Department of Environmental Quality Solid Waste Section (NCDEQ — SWS) may review PLM analytical results prior to our formal reports that document our full clean closure verification field activities. We have attached to this letter Table 1 — PLM Sample Results and Soil Sampling Summary which includes soil sample descriptions, including visual verification that CCR material has been removed as well as the supporting PLM analysis results for samples collected by S&ME personnel on December 111, 2021. A corresponding map, Figure 1 — PLM Sampling Locations is enclosed as well, depicting sample locations within the ash basin and adjacent to the southern boundary of the future Cell 6 footprint that have been sampled and analyzed using the PLM method for CCR. Please note that all samples collected on December 1IY, 2021 contained less than 5% CCR. The clean closure benchmark value for CCR material in soil samples is 50%.
